Minutes of West Lafayette Village Council Regular Meeting on February 26, 2001

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:        Steve Bordenkircher, Kelly Gosset, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon

Motion to approve minutes of meeting held on February 12, 2001.

            Made and seconded by: Bordenkircher \ Rogers                       (R.C. 5 yes 1 abstention)

Fire Chief (Gaylord Hill) – Present to report on meetings with surrounding townships last month and the trustees response to proposed 10% increase in the fire protection contracts for 2002. Generally the response was favorable and no one seemed to have problems with an increase, although budgets would have to be checked for available resources. Chief Hill also presented the bids for the 2 fire trucks that were offered. The high bidder for the 1941 truck was Finley Fire of McConnellsville, Ohio at $3900. Finley Fire was also high bidder for the 1977 Ford with a bid of $7900. After considerable discussion about the value of the 1941 truck and what the money would be used for a motion was made and seconded by Lusk \ Shannon to accept the bid from Finley Fire for both trucks. Correspondence:

Ordinances: Ord. 5-2001 An ordinance to establish a 2-hour parking area for ease of business access and declaring an emergency.  Bordenkircher \ Lusk made and seconded a motion to suspend the rules and give Ord. 5-2001 a second reading. (R.C. 6 yes 0 no) Ord. 5-2001 was given a second reading.  Rogers \ Shannon made and seconded a motion to suspend the rules and give Ord. 5-2001 a third reading. (R.C. 6 yes 0 no) Ord. 5-2001 was given a third reading. Warne \ Gossett made and seconded a motion to adopt Ord. 5-2001. (R.C. 6 yes 0 no) Ord. 5-2001 was adopted.

Reports:

Village Administrator – Reported that he had received an estimate for labor, approximately $1500 each, to replace the outdated fire hydrants still in service. The old hydrant would be shut down, cut off and sealed with concrete. A new hot tap would be made on the main with a t-branch and valve with the new hydrant being set off the branch. The materials would cost approximately $1500 to $2000 per hydrant. Bordenkircher \ Lusk made and seconded a motion to authorize the village administrator to purchase the materials and contract the labor to replace 5 hydrants during 2001. (R.C. 6 yes 0 no)  We have still not received an estimate from Apache on the East Russell Ave paving project and the Oak Street project funding is dependent on the Russell cost. Also if we go with a temporary skim coat on Oak then we either have to grind it down in 2002 for complete paving project or raise curbs. Due to the poor conditions of curbs, replacement would be a better option. TR Snyder Co. can do the curbs for $15 per foot. It was the feeling of council that to get Russell Ave done early this year it needed to be bid in March. Bordenkircher \ Gossett made and seconded a motion to authorize the VA to advertise the East Russell Ave (Fair Street to Plainfield Rd) paving project for bid with and without grinding. (R.C. 6 yes 0 no)

Fire (Shannon) – General discussion about Ord. 65-1999 for billing of fire calls. It was the general consensus that the current procedure for billing was inadequate and it may be more administrative work then can be collected. Also seems to be generating some ill will in the community. Councilman Lusk is to do some research about alternate methods of billing or possible adjustments to the ordinance and report back to council next meeting.

Grant (Lusk) – Meeting with the Ohio Development representative from the governor’s office regarding renovation of Main Street. Currently a $3000 grant is available for training of village representatives on the process of constructing and implementing a plan for renovation. He will consult with the Chamber of Commerce to see if any members there are interested.

Utility (Bordenkircher) – State safety congress will be held the first week of April and he recommends some village employees attend. VA to coordinate attendance of employees.

Clerk’s Report – He attended the OML MLTA seminar in Columbus on 2-24-01 on general powers of municipal government, sunshine laws and municipal liabilities. Purchase order has been issued for Payroll and Word integration software with installation scheduled for late March and early April. We will go live with payroll on April 11, the first payday of the 2nd quarter.

Bills were presented for approval of council. Bordenkircher \ Lusk made and seconded a motion to pay the bills as presented. (R.C. 6 yes 0 no)

Lusk \ Gossett made and seconded a motion to adjourn until the next regularly scheduled meeting on March 12, 2001. (R.C. 6 yes 0 no)
