Minutes of West Lafayette Village Council Regular Meeting on April 9, 2001

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:        Steve Bordenkircher, Kelly Gossett, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon

(6 members present)

Motion to approve minutes of meeting held on March 26, 2001.

            Made and seconded by: Bordenkircher \ Lusk              (R.C. 5 yes 1 abstention)

Correspondence:

            Kenneth Blackwell, Secretary of State, sent a letter announcing the results of the 2000 federal census for the Village of West Lafayette’s population and proclaiming our official status as a village.

            Mr. Bill Randles of Time-Warner Cable was present to talk to council about the cable TV franchise and answer any questions that they might have. He said the deployment of the digital service was moved up from September this year to August 1st. At that time “Road Runner”, the Internet cable service would also be available. There was a brief discussion about the two items that concerned council which were increasing the liability insurance to $1,000,000 and the franchise fee of 1%. Mr. Randles said that both items were acceptable to Time-Warner. Mr. Randles also said that they would set up a system to make sure they employees working in the village would have village income tax withheld. Pending review by the village solicitor the franchise ordinance would be ready for the next council meeting.

            The draft ordinances for dilapidated structures and revised fire call charges were discussed. Council was in agreement with the current version and will vote on them next meeting.

Ordinances:

            Res. 07-2001 – A resolution to amend the appropriations ordinance 6-2001 adding $6873.75 to the street fund and $1520.00 to the water fund and declaring an emergency. Bordenkircher \ Lusk made and seconded a motion to suspend the rules and give Res. 7-2001 a second reading. (R.C. 6 yes 0 no) Res. 7-2001 was given a second reading. Rogers \ Gossett made and seconded a motion to suspend the rules and give Res. 7-2001 a third reading. (R.C. 6 yes 0 no) Res. 7-2001 was given a third reading. Bordenkircher \ Lusk made and seconded a motion to adopt Res. 7-2001. (R.C. 6 yes 0 no) Res. 7-2001 was adopted.

Reports:

            Village Administrator (Mayor) – The Va’s written report is attached and made part of these minutes. Bordenkircher \ Lusk made and seconded a motion to authorize the Village Administrator to enter into a contract with Apache Aggregate for $11,513.30 for the milling and paving of South Oak Street from Main Street to Union Avenue. Bordenkircher \ Lusk made and seconded a motion to authorize the Village Administrator to enter into a contract for $19,582.00 with GGC Engineers to do the design work for the Phase IV water main replacement project from South Oak Street East to Plainfield road. (R.C. 6 yes 0 no) The clerk was instructed to prepare a resolution for the capital improvements appropriations for the next meeting.

            Police (Mayor) – The chief’s written monthly report for March 2001 is attached and made part of these minutes.

            Annexation (Lusk) – The petition for the Johnson Road annexation is being prepared by attorney William Owens.  There was a general discussion as to whether the village should pay the legal fees. It was concluded that the small investment now would be worth the results in the future and the village should be looking to the future. The north end survey in almost completed and council member Lusk thinks it will be completed by the end of this week. Again this would be of benefit to the village’s gradual growth and the residents in that area.

            Community Service (Shannon) – Still working on the welcome sign project.

            Fire (Shannon \ Lusk) – The new 4x4 fire truck is currently being outfitted and should be ready to roll by the end of April in time for grass fire season. Council member Lusk is in the process of applying for several grants with Assistant Fire Chief, Glenn Hill. One is with FEMA and could be for up to $750,000. The projects in mind are a new fire / police station and replacing the tanker truck.

            Chamber (Rogers) – The activity schedule for the coming year has been finalized and is as follows:

                        May 4 & 5       Yellow Flag Days

                        June 9              Strawberry Festival at the Park

                        July 11-14        Homecoming with the theme being “Wonderful World of Hollywood”

                        Aug 11 Gospel Night at the Park

                        Sept 7 & 8       Yellow Flag Days

                        Dec 1               Christmas in the Village

            Utility (Bordenkircher) – Council member Bordenkircher’s testimony before the State House Committee has been postponed until after April 19.

            Clerk’s Report – The Clerk had another contractor in to prepare an estimate for the office remodeling project but had not received the quote in time for the meeting. Tuesday will be the first village payroll processed on the new payroll software.

Lusk \ Bordenkircher made and seconded a motion to approve the bills for payment as presented to council.

Bordenkircher \ Lusk made and seconded a motion to adjourn until the next regularly scheduled meeting on April 23, 2001 at 7:00 P.M.
