Minutes of West Lafayette Village Council Regular Meeting on June 11, 2001

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:        Steve Bordenkircher, Kelly Gossett, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon

(5 members present – Bordenkircher arrived at 7:30 P.M.)

Roger / Lusk made and seconded a motion to excuse council member Shannon from the meeting. (R.C. 4 yes)

Motion to approve minutes of meeting held on May 29, 2001.

Correspondence:

            Coshocton Co. Commissioners invited a representative from the village council to attend a meeting to investigate the possibility of establishing a county wide insurance consortium. The meeting will be held on June 13 at 3:30 P.M. and discuss the potential saving from creating a larger group to purchase employee health insurance coverage. Council member Gossett is planning to attend and report to council.

            OPWC notified the village that the request for $213,000 to fund the Phase III water main replacement project was approved and the funds would be available after July 1, 2001. The village was instructed not to bid and / or commence construction until the funds were certified available.

            Ohio Bicentennial Commission forwarded more information regarding makers and plaques for the bicentennial commemoration.

Reports:

            Village Administrator – Announced that Rich Wheeler was home from the hospital and doing well after the angioplasty. Rich is working with Chad to complete the required reports for the water and sewer plants. He should be back to work full time in six to eight weeks. The pool passed the health inspection and was opened on June 7. The street department has been busy mowing, trimming and cleaning as well as filling potholes with hot mix. The pothole repair will continue as time and weather permit. The bad area on Johnson Road has been patched by Apache and should cost about $1500. The VA recommended that in the future any major construction project in the village should stipulate in the building permit that any street damage must be repaired at the expense of the contractor. The VA announced that a representative from Freeman Construction would attend the next meeting to discuss the building permit fee for the new high school. The VA is to get a copy of the General construction contract from the school for review as that requirement is alleged to be part of the individual construction contracts with the low bidders.

            Police (Chief) – The monthly report for May 2001 was presented to council and is made part of these minutes.

            Annexation (Lusk) – The purchase order had been issued to William Owens for preparing and filing the annexation petition for the Johnson Road area. Lusk is to meet with Owens later this week and will request an approximate cost to proceed with the North end annexation petition.

            Finance (Warne) – Reported that at the meeting on the June 7 they reviewed the 2002 budget as prepared by the clerk / treasurer. The Mayor requested another committee meeting prior to the next council meeting for further review. The budget hearing is tentatively scheduled for July 9, 2001 at 6:30 P.M. in the council chambers.

            Fire (Lusk) – There was a fire meeting last week attended by the mayor, as well as fire chief and assistant chief. The new 4x4 truck was discussed as to why it was not in service yet. The chief explained a skid plat, lettering and equipment skid for the bed still had to be added. Since most of the work and some of the materials were being donated they were moving slowly. The general consensus of the council, expressed by Bordenkircher, was that the planning and preparations for these modification should have ready when the truck was delivered allowing the truck to be in service within 3 to 6 weeks instead of 3 to 6 months. Lusk informed the council that the planning of fundraisers was under way to help finance the purchase of new “Jaws’, which would cost approximately $14,000 with $6000 of that being for the power unit.

            Grant (Lusk) – He has forwarded an application to Rogers for the pool that is due 7-1-01. Mayor announced the county money for the pool was in process and we should see a check soon. Still no word on the CDBG grant money for the balance of the funding for the River Front Estates water and sewer line project. VA has been in contact with the Ohio Regional Development Corp., as has Mike Carter, GGC Engineers, to see what is needed and when this will proceed.

            Pool (Rogers) – Mayor commented Rogers, Gossett, Dean & Carol Wears on the volunteer work they had put in the last couple of weeks to get the pool ready to open despite the uncooperative weather. Rogers presented an application from Kristen Castelle and recommended hiring her as a lifeguard for the 2002 season. Bordenkircher / Lusk made and seconded a motion to hire Kristin Castelle as a lifeguard for the 2001 season. (R.C. 5 yes) Doug Owens, Director of the “Summer Youth Employment Program”, had contacted Rogers regarding a participant in the program he would like to place in the concession stand at the pool for the summer. This female employee would be at no cost to the village and the program would pick up all employer liability costs. Bordenkircher / Gossett made and seconded a motion to accept summer help from this program to include positions other than just this one. (R.C. 5 yes)

            Chamber Rep. (Rogers) – Strawberry festival was held on 6-9-01 and was very successful. They sold out of everything available. Homecoming details are being finalized.

            Utility (Bordenkircher) – Observed numerous large potholes around the village, some which have been filled already. Also there is a considerable amount of sediment along curbs and intersections to be cleaned up.

            Community Service (Lusk) – Council members Shannon and Lusk with Mrs. Susan Chapdelaine will be attending a 2-day program by the Appalachian development office to receive instructions on planning, preparing and implementing Main Street revitalization projects. The cost of this workshop is free.

Bills were presented for approval and payment. Bordenkircher / Gossett made and seconded a motion to approve the bills as presented for payment. (R.C. 5 yes)
