Minutes of West Lafayette Village Council Regular Meeting
on July 9, 2001
Reports:
Village Administrator – The Ohio
EPA required Consumer Confidence Report on water quality was distributed last
week. The street crew has been cleaning up Russell Avenue for the homecoming
parade including sweeping and removing debris. Rich Wheeler came back to work
full-time on Monday the 9th and seems to have made a complete recovery.
No utility committee meeting has been held regarding the building permit issue
for the new Ridgewood High School. The committee is waiting for the solicitor
to review the case laws presented by Freeman Construction Company’s contention
that public education facilities may be exempt from local building permit
fees. The VA recommended to council that John Newell, who has been a part
time temporary employee since late last year, be hired full time as a class
III full time permanent employee. Rogers / Warne made and seconded a motion
to hire John Newell as full time permanent class III laborer. (R.C. 5 yes)
Police Chief – The monthly report
for June 2001 was presented and is attached and made part of these minutes.
The Chief reported the old cruiser is not quite ready yet for the use of part
time patrolmen to use for special assignments. The police officers will be
completing their bi-annual shooting qualifications on Tuesday the 10th
of July.
Annexation (Lusk) – The passage
of res. 20-2001 will now allow the committee to proceed with the process of
annexing those two areas. It was agreed by council, that while it may cost
a little more, the two areas should be separate petitions.
Community Service (Shannon) –
Jan Shannon presented the boards to be displayed at the homecoming to help
generate community enthusiasm. The boards showed a sketch of how a portion
of Main Street might look and an assortment of pictures of benches to be considered.
The project title is “New Gates” and donations are being collected at various
locations around the village.
Finance (Warne) – The public
budget hearing was held earlier in the evening (6:30 P.M.) and was only attended
by Ken Smailes of WTNS Radio. There was some follow up discussion about the
impact of the recent report of the state’s announcement of a reduction in
sales tax revenue and how it would affect local government disbursements.
That question will be presented to the county budget commission at the meeting
on August 1, 2001. Lusk / Gossett made and seconded a motion to approve the
2002 budget for submittal to the Coshocton County Budget Commission by the
Clerk / Treasurer. (R.C 5 yes)
Fire (Shannon) – It was reported
the new 4x4 pickup has had the skid plate installed but is still not in service.
The clerk reported that he had received detail fire run reports for the months
of March, April and May of 2001 as a result of the earlier memo regarding
timeliness and detail requirements of those reports. He has been assured that
the reports should be turned in by the second week of the following month.
Ordinance (Warne) – Council member
Warne requested the clerk provide the committee with copies of the 2001 wage
and benefit ordinances so they might start on the 2002 revisions. There was
a general discussion on how the council could assist the police chief with
the minor ordinance infractions around the village. The chief stated that
when an infraction is seen, write down the location and infraction, and then
forward it to him. He will then assign an officer to investigate as time permits.
Planning (Lusk) – Reported at
the last meeting of the committee that the main subject was the Freeman Construction
Company building permit situation. It was the consensus and recommendation
of the planning committee that the full building permit fee plus penalties
be assessed on Freeman Construction Company for the Ridgewood High School
project if permitted by state statute.
Pool (Rogers) – Reported that
the Red Cross swimming lesson had started this week at the pool. The chemical
probes had been received but there seems to be a problem, so they may have
sent the wrong ones. The VA will be checking them out in the next few days.
The clerk / treasurer reported he had completed the first monthly audit of
the pool cash drawer and it was only nineteen cents over, which should be
considered very good.
Chamber Rep. (Rogers) – The chamber
has been busy with setting up for the homecoming that starts this Wednesday.
There may be fewer vendors this year as there is another function in Quaker
City at the same time. The police chief said there would be evening patrolmen
on site Wednesday through Saturday until midnight in addition to the regular
village patrolman.
Clerk’s Report – The clerk will
be attending the Ohio Municipal Leagues annual training seminar on municipal
income tax on July 18 through 20 in Columbus.

Bills were presented to council by the clerk
/ treasurer for approval of payment. Lusk / Gossett made and seconded a motion
to approve the bills as presented for payment. (R.C. 5 yes) Note: Clerk
forgot to have council sign off on the original bill printout.
Rogers / Lusk made and seconded a motion
to adjourn until the next regular meeting on July 23, 2001, at 7:00 P.M. (R.C.
5 yes)
