Minutes of West Lafayette Village Council Regular Meeting
on July 23, 2001
Reports:
Village Administrator – The VA
reported on a meeting with Mike Carter, GGC Engineers, Walt Zimmerman, and
council member Lusk, at which they discussed the needed renovation of the
Sewage Treatment Facility. It was agreed that the aeration process was in
need of an upgrade. Mr. Zimmerman said there would probably be some small
community grants available if we could get our application in by the November
2001 deadline. Mr. Carter estimated the cost of the survey and proposal work
to be about $6500. Council agreed that the need was there but wanted more
information on the type of grant it would be and if there would be any matching
funds required. The VA reported that J & L Utility was installing 3 more
new fire hydrants this week. Council member Bordenkircher ask the status of
the River Front Estate grant. The VA said we are still waiting on Dale Hartle
to finalize his part and that would follow the funding of the North Corridor
project for the county. An inquiry was also made as to the status of the Issue
II money for paving this year. The VA thought it would be available early
fall and it would pay for the King Street resurfacing. Council member Shannon
requested that if any excess funds were available the alley behind her home
was in dire need of work. It was suggested the village might ask Lafayette
Township if they could use their grader on the alley to deep grade it and
then replace the gavel if no resurfacing could be completed this year.
Police Chief – The 98 cruiser
was damaged this past Saturday when a vehicle was stopped for traffic violations
and when the suspect left the vehicle it coasted back into the cruiser. The
damage is mostly cosmetic but the Chief estimates it will still be in the
$2000 range. He has contacted our insurance carrier and will be getting formal
estimates this week.
Annexation (Lusk) – The petitions
for the Johnson Road area are complete and are being circulated. The cost
and requirements for the North end area should be available for approval at
the next council meeting.
Community Service (Shannon) –
The “New Gates” project is moving forward and 4 benches were being order.
It is hoped that they will be delivered by the first week of September for
the Yellow Flag days. The exact location of the benches is still to be decided.
The idea was brought up of expanding the “Yellow Flag Days” to include closing
off a block of Russell Avenue and inviting some more vendors in.
Finance (Warne) – Council member
Lusk reported he had approved the reimbursement of the cost of removing a
tree on Russell Avenue. The tree was in bad shape and endangered any one using
the sidewalk of street near it.
Fire (Shannon) – Council member
Bordenkircher ask the status of the new 4x4 grass fire truck. Council member
Lusk said it was still not in service and both the Fire Chief and Assistant
Chief were out of town. It was not know when it would go to Finley Fire for
the rest of the equipment installation. Bordenkircher thought it unacceptable
that this piece of equipment that was supposed to be ready for grass fire
season is still not in service. He requested the Mayor instruct the Fire Chief
or whoever might be in charge to get this piece of equipment in service as
soon as possible.
Pool (Rogers) – The pool revenue
to date is on track to meet the estimates for the season. A consultant has
been contacted to inspect the pool and give recommendations for future improvements.
Chamber of Commerce Rep. (Rogers)
– The homecoming event was a success and they hope to have an estimate on
the revenue generated soon. The next event will be “Gospel in the Park” in
August.
Clerk’s Report – Reported on
the OML seminar on Municipal Income Tax in Columbus last week. The file area
in the clerk’s office should be complete this week and then will start contacting
non-filers and delinquent taxpayers. The clerk presented council with a recommendation
for redistribution of line item appropriations to meet current and future
obligations. Bordenkircher / Warne made and seconded a motion to approve the
redistribution as recommended. (R.C. 6 yes)
