Minutes of West Lafayette Village Council Regular Meeting on August 27, 2001

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:        Steve Bordenkircher, Kelly Gossett, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon

Lusk / Gossett made and seconded a motion to excuse council members Bordenkircher and Warne from tonight’s council meeting. (R.C. 4 yes)

Motion to approve minutes of meeting held on August 13, 2001.

Correspondence:

            Premium Air Inc. – A letter requesting they be put on our vendor’s list. The company specializes in cleanup of air borne contaminants, such as asbestos and lead paint.

            CEC, Inc. – A letter thanking the village for allowing them to make a presentation of their company at last meeting.

            Fire Chief Gaylord Hill and Assistant Fire Chief Glenn Hill were present at the meeting to present the council with pictures of the finished 4x4 grass fire truck and a financial breakdown of the contributions and work provided by others. The clerk also presented a memo to council and the Mayor recommending they be commended for their efforts and cooperation in the endeavor. Both documents are attached and made part of these minutes. Also discussed was a refurbished 1996 Tanker truck that Finley Fire Equipment had loaned the village fire department to test drive and show council. This is the last major piece of equipment on the Chief’s list that needs upgrading. The asking price is $69,000 but with a trade in of the old tanker, funds from the sale of the old fire trucks earlier this year and possible donation, the actual outlay needed could be as low as $50,000. The clerk was directed to investigate some sources of funding and report to the finance committee at their next meeting.

Ordinances:

            25-2001 – A Resolution to amend appropriations ordinance 06-2001 by adding $9,144.51 to the general fund, $35,000 to the debt service fund, $213,488 to the capital improvements fund, $3000 to the water fund, $6500 to the sewer fund, and $1000 to the pool funs and declaring an emergency. Resolution 25-2001 was given a first reading only as not enough council members were present to suspend the rules.

Reports:

            Village Administrator – Reported he had received the “Notice to Proceed” for the Phase III project from the OPWC and forwarded it to GGC Engineers, who will notify Cherokee Excavating. He anticipates the contractor will actual start work in the next couple of weeks. While Maple & Sons were here replacing the council roof he requested they prepare an estimate to replace the roof on a section of the maintenance garage. Also a separate estimate for adding another stall and replacing the sides and roof of the salt bin. The roof replacement is a priority that should be completed before winter and any snowfall.

            Police Chief – The Chief requested council authorize an expenditure of $400 to $600 for a new copier from the police supplies line item appropriations. The present machine is 6 or 7 years old and is costing more in maintenance than it’s worth. Lusk / Shannon made and seconded a motion to authorize the Chief to expend that amount out of the police supplies appropriations for a new copy machine. (R.C. 4 yes) A general discussion follow the motion regarding upgrading the police equipment as has been done with the fire department. Items of priority are a radar gun that will fit in a cruiser with dual airbags and a new computer and accompanying software. It was agreed that in a month or two the council would look at revenue, especially estate tax, and any revenue above expectations would be earmarked for the new equipment.

            Grant (Lusk) – He reported the village would be eligible to participate in a recycled product grant where we could receive “benches” and other products made from recycled materials. The only thing required at this time would be a letter from the clerk / treasurer committing to the expenditure. Gossett / Lusk made and seconded a motion to authorize the clerk / treasurer to commit the Village of West Lafayette to an expenditure of $360 from the parks supplies appropriation for purchase of recycled material benches. (R.C. 4 yes)

            Community Service (Shannon) – Light poles and hanging baskets are ready to be picked up but will not be able to install in time for the “Yellow Flag Days”. A meeting of the “New Gates” project committee is scheduled for September 13, 2001, in the Chamber of Commerce Offices.

Pool (Rogers) – Had a meeting with a consultant last week to investigate possible improvements to the pool. Waiting for the results that should include estimated costs.

Other Business:             Rogers reported some complaints about people walking their dogs in Burt Park and the mess they were leaving.

                                    Shannon reported some citizen complaints about standing water on Russell Avenue after rains. She also said there were several “Thank you’s” expressed for the alley work.

                                    The old cruiser is out and running and was used at the Friday night high school football game along with a police “golf cart”.

The clerk presented council with the bills to be paid. Lusk / Gossett made and seconded a motion to approve the bills for payment as presented. (R.C. 4 yes)

Gossett / Shannon made and seconded a motion to adjourn until the next regular meeting on September 10, 2001 at 7:00 PM in council chambers. (R.C. 4 yes)
