Minutes of West Lafayette Village Council Regular Meeting
on September 24, 2001
Reports:
Annexation (Lusk) – Lusk attended
a meeting with attorneys Owens and Baker and the process for the north end
is under way. They are aware of the deadline and hope to have an estimated
cost soon.
Fire (Shannon) – The fire chief and several of the volunteers were
present. Brandon Bradford was the spokesman for the volunteers’ association
and wanted to express the support for the purchase of the new tanker truck
and the association’s willingness to relief the village of the burden of the
run expense reimbursement appropriation. This would free up funds to make
the truck payment for the next 5 years. The mayor discuss the 3 options for
financing that he had discussed with the village solicitor, the least appealing
was re-issuing the bonds for the large fire truck to include the money to
purchase the tanker. The option of the association purchasing the truck by
obtaining a loan and donating the truck to the village had several problems.
The problems included an increase in interest rate, transfer of the title,
the banks collateral, and insuring the vehicle. The best option was for the
village to purchase the truck by securing a loan with Ohio Heritage Bank and
offsetting that expense by discontinuing the run expense reimbursement. The
responsibility of taking care of the personal expenses of the volunteers would
be completely up to the association through their fund raising activities.
It was agreed that if the state auditor’s office had no problem with the change
and the association could present the council with a signed petition that
all members agreed this shift in responsibilities was acceptable, the council
would probably approve the purchase. The clerk is to confer with the state
auditor’s office and village solicitor while the association is to meet and
prepare the signed petition. If this can be completed by Thursday
9-27-01 then a special meeting on 9-29-01 would be in order.
Pool (Rogers) – The Astro Pool Company was in today to test the
drain and circulation lines at the pool for leaks. The test was successful
and all lines tested held pressure for one half hour. The loss of water is
probably due to porous concrete walls.
Other Business (Mayor) – He attended
a meeting with representatives of the county, Coshocton city and Village of Warsaw to discuss the possibility of a county wide levy to
support the county parks. The levy would be for operational expenses for all
the county, city and village parks and pools.

Bordenkircher / Warne made and seconded a
motion to approve the payment of a $485.00 invoice from Justinian Publishing
with a then and now certification. (R.C. 6 yes) Bordenkircher / Gossett made
and seconded a motion to pay the other bills as presented. (R.C. 6 yes)
Bordenkircher presented the proposal that
the council meeting be open with a prayer after the pledge of allegiance.
The clerk’s opinion was that a moment of silence would be more appropriate.
Bordenkircher had checked with the solicitor and there was nothing illegal
about it and several other government offices follow the same policy. Bordenkircher
/ Rogers made and seconded a motion to adopt a policy of starting each meeting
with a short prayer after the pledge of allegiance. (R.C. 6 yes)
Lusk / Bordenkircher made and seconded a
motion to adjourn until the next regular meeting on October 8, 2001, at 7:00
P.M. in the Council Chambers. (R.C. 6 yes)
