Minutes of West Lafayette Village Council Regular Meeting on September 28, 2001

West Lafayette Village Council met in a special session at 5:30 P.M., in the municipal building with Mayor Jack Patterson presiding.

Roll Call:        Steve Bordenkircher, Kelly Gossett, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon

(6 members present)

Subject: The possible acquisition of a used tanker truck for the West Lafayette Fire Department.

Clerk’s report

            State budget cuts – The announced cuts in the state budget should not have much affect on the anticipated revenue of the village. Currently only 11% of the village revenue comes directly from the state appropriation for local government funds. A 10% decrease in that revenue would only be a 1% decrease in our revenue.

            State auditors’ position – Having conferred with Lee Williamson and Rob Murray of the state auditors office, the only exception they would take to our proposed elimination of the run reimbursement appropriation to finance the truck loan would be if the village violated one of its own ordinances or resolutions.

Volunteer Fire Fighters’ Association – Present a signed petition / resolution from the volunteer firemen expressing their agreement and consent for the village to eliminate the run reimbursement appropriation. This document in attached to and made part of these minutes.

The Mayor opened the discussion by stating that the any fire truck purchase over $15,000 would have to be by the bid process. Bordenkircher expressed a real concern about fiduciary responsibility to other areas of village business and the uncertainty of the current economy. He supports the acquisition but does not want to jeopardize other responsibilities by taking on the debt liability for 5 years.

Res. 26-2001 RESOLUTION PURSUANT TO O.R.C. § 721.15 DETERMINING THAT CERTAIN TANKER EQUIPMENT IS NOT NEEDED FOR PUBLIC USE AND THAT CERTAIN OTHER TANKER EQUIPMENT IS NEEDED, AND DECLARING AN EMERGENCY was given a first reading. Bordenkircher / Lusk made and seconded a motion to suspend the rules and give Res. 26-2001 a second reading. (R.C. 6 yes)  Res. 26-2001 was given a second reading.  Rogers / Warne made and seconded a motion to suspend the rules and give Res. 26-2001 a third reading. (R.C. 6 yes) Res. 26-2001 was given a third reading. Warne / Gossett made and seconded a motion to adopt Res. 26-2001. (R.C. 6 yes) Res. 26-2001 was adopted.

The clerk was instructed to proceed with the advertisements for bid with the due date being no later then 12:00 Noon on Thursday October 11, 2001.  Another special meeting for Friday October 12, 2001, is anticipated.

Bordenkircher / Warne made and seconded a motion to adjourn the special meeting. (R.C. 6 yes)
