Minutes of West Lafayette Village Council Regular Meeting
on December 10, 2001
39-2001 AN ORDINANCE APPROVING, ADOPTING AND
ENACTING THE 2001 EDITION OF THE MODEL OHIO MUNICIPAL CODE, AS REVISED THROUGH
JUNE 11, 2001, PUBLISHED BY JUSTINIAN PUBLISHING FOR THE VILLAGE OF ,OHIO;
REPEALING ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH; PUBLISHING THE
ENACTMENT OF NEW MATTER; AND DECLARING AN EMERGENCY. A motion was made and
seconded to suspend the rule. (R.C 6 yes) A motion was made and seconded to
adopt Ordinance 39-2001. (R.C. 6 yes)
40-2001 AN ORDINANCE TO ADOPT A SCHEDULE OF PAID HOLIDAYS FOR
THE EMPLOYEES OF THE VILLAGE OF WEST LAFAYETTE, OHIO, FOR THE CALENDAR YEAR
OF 2002. A motion was made and seconded to suspend the rule. (R.C 6 yes) A
motion was made and seconded to adopt Ordinance 40-2001. (R.C. 6 yes)
41-2001 AN ORDINANCE TO ESTABLISH THE YEAR 2002 PAY SCALE FOR ADMINISTRATIVE AND OFFICE
EMPLOYEES OF THE VILLAGE OF WEST LAFAYETTE, OHIO, AND TO REPEAL ORDINANCES
AND RESOLUTIONS IN CONFLICT THEREWITH A motion was made and seconded to suspend
the rule. (R.C 6 yes) A motion was made and seconded to adopt Ordinance 41-2001.

42-2001 AN ORDINANCE TO ADOPT THE 2002 PAY SCALE FOR THE POLICE DEPARTMENT OF THE VILLAGE
OF WEST LAFAYETTE, OHIO, AND TO REPEAL ORDINANCES AND RESOLUTIONS IN CONFLICT
THEREWITH A motion was made and seconded to suspend the rule.
(R.C 6 yes) A motion was made and seconded
to adopt Ordinance 42-2001. (R.C. 6 yes)
43-2001 AN ORDINANCE
TO ADOPT THE 2002 PAY SCALE FOR THE STREET, WATER AND SEWER DEPARTMENT EMPLOYEES
OF THE VILLAGE OF WEST LAFAYETTE, OHIO, AND TO AMEND ORDINANCES AND RESOLUTION
IN CONFLICT THEREWITH A motion was made and seconded to suspend the rule.
(R.C 6 yes) A motion was made and seconded to adopt Ordinance 43-2001.

44-2001 AN ORDINANCE TO ADOPT THE YEAR 2002 PAY SCALE FOR THE ELECTIVE OFFICIALS AND
VILLAGE COUNCIL OF THE VILLAGE OF WEST LAFAYETTE, OHIO, AND TO REPEAL ORDINANCES
AND RESOLUTIONS IN CONFLICT THEREWITH A motion was made and seconded to suspend
the rule. (R.C 6 yes) A motion was made and seconded to adopt Ordinance 44-2001.

45-2001 AN ORDINANCE
TO HIRE A SOLICITOR FOR 2002 AND DECLARING AN EMERGENCY A motion was made and seconded to suspend
the rule. (R.C 6 yes) A motion was made and seconded to adopt Ordinance 45-2001.

Reports:
Village Administrator – A response was received
from the village solicitor regarding Ms Wood’s inquiry last meeting about
the annexation of her property. The council has no authority to remove a signature
or property from the petition. A construction meeting was held with Cherokee
and the tentative completion of phase 3 will be early January and Apache Aggregate
will hot pave the areas if weather permits. Rich Wheeler will be off at least
6 weeks to have bypass surgery.
Police Chief – The monthly report
was given for November and is attached to and made part of these minutes.
The police computer has died and the new one was delivered today.
Community Service (Shannon) –
Complimented the persons involved with the Burt Park decoration.
Finance (Warne) – An expense
reimbursement policy was presented to council which provides guidelines to
what expenses will be reimbursed and the amounts. A motion was made and seconded
to approve the “Expense Reimbursement Policy”. (R.C. 6 yes) The proposed appropriations
for 2002 was presented and the clerk was instructed to have the 2002 Permanent
Appropriations ordinance ready for the next meeting on December 17, 2001.
Fire – The “2002 Fire Protection
Contracts” for the surrounding township are ready, and approved by the Fire
Chief and will be signed and mailed out with appropriate invoices.
Fire Dependency Board (Mayor)
– The volunteers elected Damon Gould and Glenn Hill as their representative
to the board at the last volunteer meeting. Bordenkircher nominated council
members Shannon and Warne to represent the village on the board. (R.C. 6 yes)
The new board will have a organizational meeting at which time they will elected
a chairman, secretary, and an elector form the political subdivision to serve
on the board. This has to be completed prior to December 31, 2001.
Pool (Rogers) – He attended a
meeting of the new “Green Space” committee which will be funding projects
involving preservation of natural habitats and parks. A general discussion
follow regarding the fate of the pool and what repairs are needed and methods
of financing that might be available.
Utility (Bordenkircher) – There
was a general discussion about rates for 2002 and the need to start preparations
for Sewage plant renovations that will be needed in the next few years. It
was decided no action would be taken until next year.
Clerk’s report – The clerk presented
an invoice from American Precision Surveying in the amount of $600 with a
“Then & Now Certificate” attached. A motion was made and seconded to approve
payment of the invoice. (R.C. 6 yes)
Committee Meetings Set: Finance Committee

Bills were presented for payment approval.
A motion was made and seconded to approve the bills as presented to be paid.
