Minutes of West Lafayette Village Council Regular Meeting on December 17, 2001

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:        Steve Bordenkircher, Kelly Gossett, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon

A motion was made and seconded to approve the minutes of the meeting held on December 10, 2001.

Correspondence:

            Ohio EPA – A letter was received regarding the upcoming permit for the sewage treatment plant.

Coshocton County Regional Planning Commission – A membership registration for the 2002 was received.  A motion was made and seconded to participate in the commission in 2002 and expend the $115.62 for membership. (R.C. 6 yes) Ron Lusk will serve as the representative for the village with Don Lusk acting as the alternate.

Ohio Bureau of Workers Comp – A registration form was received for the seminars in 2002. The council requested the Village Administrator and Clerk attend the January 16th session in Cambridge, Ohio. Participation will qualify the village for a 25% premium reduction.

Mayor Patterson presented Council Member Bordenkircher a certificate of appreciation for his 9 years service on council.

Ordinances:

27-2001 (3rd Reading) AN ORDINANCE TO AMEND THE 2001 PAY SCALE FOR THE FIRE DEPARTMENT OFFICERS AND EXPENSE REIMBURSEMENT RATE OF THE VOLUNTEER FIRE FIGHTERS OF THE VILLAGE OF WEST LAFAYETTE, OHIO, TO REPEAL ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH, AND TO DECLARE AN EMERGENCY.  A motion was made and seconded to adopt Ord. 27-2001. (R.C. 6 yes)

46-2001 AN ORDINANCE TO MAKE PERMAMENT APPROPRIATIONS FOR CURRENT EXPENSES AND EXPENDITURES OF THE VILLAGE OF WEST LAFAYETTE, STATE OF OHIO, DURING THE FISCAL YEAR ENDING

DECEMBER 31, 2002.  A motion was made and seconded to suspend the rule. (R.C. 6 yes)  A motion was made and seconded to adopt Ord. 46-2001. (R.C. 6 yes)

47-2001 A RESOLUTION TO AMEND APPROPRIATIONS ORDINANCE 06-2001, ADDING $1000.00 TO THE HIGHWAY FUND.  A motion was made and seconded to suspend the rule. (R.C. 6 yes)  A motion was made and seconded to adopt Res. 47-2001. (R.C. 6 yes)

Reports:

            Finance (Warne) – Warne reported that the committee had reviewed and approved the financial reports for November 2001.  A list of appropriation transfers was presented and recommended by the committee.  A motion was made and seconded to approve the appropriations transfers as presented. (R.C. 6 yes)

            Fire Dependency Board (Mayor) - Four 4 members have been elected and those members elected Martin Glazier. The board will hold its organizational meeting in January and until that time Glenn Hill will serve as chairperson and Damon Gould will serve as secretary.

            Grant (Lusk) – Lusk attended an Issue II meeting on the 14th. The upcoming projects for 2002 have been graded and both the village’s projects will fall to the Small Government classification for potential funding. With the current project ratings it is doubtful either project will receive funding next year.

            Pool (Rogers) – Rogers has been investigating potential sources for funding of the required repairs need at the pool. He says a decision has to be made in the next couple of months so repairs can be made before the pool season.

            Utility (Bordenkircher) – He reported that there were several drainage problems on Johnson Road as a result of the current waterline project. Also the alley behind the group home on Kirk Street was in really bad shape. The Mayor reported he attended a meeting with the county commissioner, Dale Hartle and Mike Carter. The meeting was to inform the village that Coshocton was applying for a Brownfield Cleanup Grant from the state for a piece of contaminated property near the General Electric plant. They were aware of the village’s federal application for Phase I & II funding for the Penn-Michigan site assessment so the village could apply for a state grant.

Bills were presented for approval. A motion was made and seconded to approve the payment of bills as presented. (R.C. 6 yes)

A motion was made and seconded to adjourn until the next regularly scheduled meeting on January 14, 2002, at 7:00 PM in the council chambers. (R.C. 6 yes)
