RESOLUTION TO ESTABLISH A NEW MONTHLY UTILITY BILLING CYCLE FOR WATER AND SEWER CONSUMERS AND DECLARING AN EMERGENCY

Whereas: Village Council has authorized and approved the installation of the new utility billing             system and software for monthly utility billing.

Whereas: The manual meter readings of water and sewer usage will change to a computerized hand        held system to simplify the task of recording actual meter readings, thus reducing            human error.

Whereas: The new system requires actual monthly readings for a current 30 day usage and billing       cycle to function properly.

Whereas: All consumers will actually pay for a utility bill for the prior 30 days usage.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE

VILLAGE of WEST LAFAYETTE, STATE of OHIO as follows;

Section 1. That Council has authorized consumers to be brought up to a current, 30 day reading and billing cycle period, and that no multiple months combined bill shall be sent to any consumer to start the new billing cycle.

Section 2. That the Village Administrator and/or Clerk-Treasurer are authorized to make such adjustments on a consumer utility bill, so long as there is no interruption in the normal value of revenue income to the utility departments involved herein during the change over period.

Section 3. This Ordinance shall be and herewith is declared an emergency measure, necessary for the health, and welfare of the Village of West Lafayette, Ohio.  The emergency being the need to start the year 2001 under the new billing system.
