A RESOLUTION AUTHORIZING PARTICIPATION IN ACQUIRING FUNDS THROUGH THE STATE ISSUE 2 PROGRAM AND THE SMALL COMMUNITIES IMPROVEMENT, AMENDING RESOLUTION

NO. 30-2000, AND DECLARING AN EMERGENCY

WHEREAS, the Ohio Public Works Commission, an agency of the State of Ohio, is authorized to provide local subdivisions with public funds for infrastructure improvements; and

WHEREAS, the Village of West Lafayette, Ohio, has developed an infrastructure inventory and five-year improvement program; and

WHEREAS, said inventory and program indicate certain projects are in need of funding within our Jurisdiction, in particular, the Phase III Water Line Replacement; and

WHEREAS, Resolution No. 30-2000 needs to be amended so as to authorize other officials and employees to execute documentation as necessary beyond the officials specified in Resolution No. 30-2000.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF WEST LAFAYETTE, STATE OF OHIO:

Section 1.  That the Council hereby endorses and supports the five-year infrastructure improvement program for the Village of West Lafayette; and

Section 2.  That the Mayor, Village Administrator, Village Clerk-Treasurer, Village Solicitor, Village Engineer, and all other officials, and public and private employees, as required pursuant to the project,  are hereby directed to apply for, and, if awarded, enter into an agreement with the Ohio Public Works Commission to carry out a contract implementing said programs. Further, the Mayor, Village Administrator, Village Clerk-Treasurer, Village Solicitor, Village Engineer, and all other officials, and public and private employees, as required pursuant to the project, are authorized to execute that agreement, execute all documents, and provide all information necessary to accomplish such agreement and participation in said programs, and to do all other things necessary for the proper conclusion of such agreement and participation in said programs; and

   Project Title: Phase III Water Line Replacement

Section 3.  That this Resolution shall be an emergency resolution, the emergency being the need for the Village Clerk-Treasurer in addition to other officials, to execute documents which have already been delivered by the Ohio Public Works Commission for signature of various officials including the Village Clerk-Treasurer, in order to allow the prompt receipt of the grant and loan so as to began Water Line Replacements within the Village of West Lafayette, Ohio, so as to protect the lives and property of the residents of the Village of West Lafayette, Ohio, and this Resolution shall therefore take effect immediately upon passage by Council.
