A RESOLUTION AUTHORIZING PARTICIPATION IN ACQUIRING FUNDS
THROUGH THE STATE ISSUE II PROGRAM AND THE SMALL COMMUNITIES IMPROVEMENT PROGRAM,
AND DECLARING AN EMERGENCY
Whereas, the Ohio Public Works Commission, an agency of the
State of Ohio, is authorized to provide local subdivisions with up to one
hundred and twenty-million dollars ($120,000,000.00) per year for infrastructure
improvements; and
Whereas, the Village of West Lafayette, Ohio, has developed
an infrastructure inventory and five year improvement program; and
Whereas, said inventory and program indicate certain projects
are in need of funding within our jurisdiction, in particular, the Phase IV
Water Line Replacement and Wastewater Plant Improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF WEST LAFAYETTE,
OHIO:
Section I: That the Council hereby endorses and supports the five-year
infrastructure improvement program for the Village of West Lafayette; and
Section II: That the Mayor or Village Administrator are hereby directed
to apply for, and, if awarded, enter into an agreement with the Ohio Public
Works Commission to carry out a contract implementing said programs. Further,
the Mayor or Village Administrator are authorized to execute that agreement,
execute all documents, and provide all information necessary to accomplish
such agreement and participation in said programs, and to do all other things
necessary for the proper conclusion of such agreement and participation in
said programs.

Section III: This resolution is hereby declared an emergency measure
for the immediate preservation of the public welfare and safety of the Village
of West Lafayette, Ohio. The emergency being the need to meet the deadline
for 2002 grant application submittal. This resolution shall therefore take
effect and be in force immediately upon passage by Council.
