Minutes of West Lafayette Village Council Regular Meeting on January 28, 2002

Prior to the meeting being called to order three council members (Jan Shannon, David Rogers and Kelly Gossett) were administered an “Oath of Office” by R. Quincy Baker III, Village Solicitor, to commence new terms of office.

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:        Kelly Gossett, Ron Lusk, Dave Rogers, Roger Warne and Jan Shannon (5 members present)

The Mayor recommended that Steve Bordenkircher be appointed to fill the vacant council seat.  A motion was made and seconded to approve the Mayor’s recommendation and appoint Steve Bordenkircher to fill the vacant council seat. (R.C. 5 yes)  R. Quincy Baker III gave the “Oath of Office” to Bordenkircher.

The Mayor recommended that Dave Rogers be appointed President Pro Tempore for 2002. A motion was made and seconded to approve the Mayor’s recommendation and elect Dave Rogers President Pro Tempore for 2002. (R.C. 6 yes)

The Mayor made his tentative committee assignment for 2002 and announced he would give the “State of the Village” report at the next regular meeting.

At 7:12 P.M. a motion was made and seconded to go into executive session to discuss a potential land purchase. (R.C. 6 yes) At 7:35 P.M. a motion was made and seconded to return to regular session with no action. (R.C. 6 yes)

A motion was made seconded to approve the minutes of the meeting held on December 17, 2001. (R.C. 6 yes)

The Mayor and several other village officials attended the public hearing at the county commissioners’ office on the petition for annexation of the Johnson Road area. The petition was amended to exclude the Wood and Brown property.  Commissioner Daugherty requested a written agreement between the Village of West Lafayette and Lafayette Township regarding maintenance of a short portion of Johnson Road that would be split if the amended petition were granted. The village solicitor is to prepare the agreement.  A general discussion followed regarding the annexation procedure and the upcoming hearing on the North end petition.  Also regarding potential Health Dept. and / or EPA requirements for connections to available water and sewer services.

Mr. Baker reported on the ongoing dispute over the requirement for village building permits with Freeman Construction currently working on the new Ridgewood High School.  He is investigating several sources of authority that would empower the village to assess permit fees in this kind of situation.

Mr. Baker recommended that the village consider hiring an historian to review and catalog village documents. That would be the first step in developing and implementing a records retention program.

Correspondence:

            The Mayor relayed information from several pieces of correspondence, the most interesting being from Time Warner Communication.  Time Warner was announcing the upcoming availability of digital cable service and Road Runner Internet access to the Village of West Lafayette sometime near the end of this month.

Reports:

            Annexation (Lusk) – Lusk prepared copies of the annexation petition maps and reviewed them for council.

            Pool (Rogers) – Currently attempting to secure funding assistance for the major repairs required prior to opening the pool this season.

            Chamber Rep (Rogers) – Announced the annual chamber of commerce dinner on January 24, 2002.

A motion was made and seconded to approve payment of the bills as presented. (R.C. 6 yes)

A motion was made and seconded to adjourn until the next regularly scheduled meeting on January 28, 2002, at 7:00 P.M. (R.C. 6 yes)
