Minutes of West Lafayette
Village Council Regular Meeting on January 28, 2002
West Lafayette Village Council met in regular session at 7:00 P.M. in the
municipal building with Mayor Jack L. Patterson presiding.
Pledge of Allegiance
Roll Call: David Rogers, Ron Lusk, Kelly Gossett, Roger Warne,
Jan Shannon, and
Steve Bordenkircher (6 members present)
A motion was made and seconded to approve the minutes from the January 14,
2002, meeting with a correction to the date in the document heading. (R.C.
6 yes)
Mayor Jack L. Patterson read the annual “State of the Village of West Lafayette”
address.
State Representative, Jim Aslanides, was present to inform council of the
progress in the ongoing effort to acquire funding for the Penn-Michigan site
cleanup. Through his work with the governor’s office a budgetary line has
again received funding in the current state budget. The purpose of the line
item is to assist in the cleanup of areas where public health is a concern
and it is a unique or special project. The situation with the well field contamination
qualifies under those conditions and Mr. Aslanides feels the village has a
reasonable chance of receiving funding under this line item. He requested
the village officers and village engineers join him in scheduling a meeting
with the Ohio EPA Director sometime in the next 30 to 60 days to initiate
an application for funding.
Resolutions & Ordinances
2002-01 A resolution to amend the 2002 appropriations ordinance
2001-46. A motion was made and seconded to suspend the rule. (R.C. 6 yes)
A motion was made and seconded to adopt resolution 2002-01. (R.C. 6 yes)
2002-02 A resolution to advance $6000 to the debt service
fund from the general fund. A motion was made and seconded to suspend the
rule. (R.C. 6 yes) A motion was made and seconded to adopt resolution 2002-02.

2002-03 An ordinance expressing the willingness of council
to vacate a portion of TR
1077 if county commissioners approve the annexation petition. A motion was
made and seconded to suspend the rule. (R.C. 6 yes) A motion was made and
seconded to adopt ordinance 2002-03. (R.C. 6 yes)
2002-04 An ordinance to authorize the maintenance of a certain
portion of Johnson Road located outside the Village of West Lafayette. A
motion was made and seconded to suspend the rule. (R.C. 6 yes) A motion was
made and seconded to adopt ordinance 2002-04. (R.C. 6 yes)
Reports:
Village Administrator – Announced Rich Wheeler had return to work
after surgery. Gloria Murray will be taking some time off soon to have surgery
on her knee. The Phase III project has been completed except for the repaving
of Main Street and Johnson Road. That will be started as soon as the weather
breaks. VA wanted to request the finance committee see if funds would be available
to purchase a jet truck with a cost of $35,000 to $40,000. The old one has
broke down and it will cost several thousands of
dollars to repair. Currently we are using one of Coshocton’s.
The finance committee will look at the possibility at their next meeting
but was waiting for the utility committee to announce its recommendation regarding
utility rates for 2002. The VA and Mayor attended an Ohio BWC seminar, which
will result in a 25% discount on current workers compensation rates.
Police Chief – The Chief gave the monthly report for December 2001
and the annual report for all of 2001. Copies of those reports are attached
to and made part of these minutes.
Finance (Warne) – Warne reported that the committee had reviewed and
approved the December 2001 financial reports prepared by the clerk treasurer.
The clerk presented council with a fund report summary that provides a quick
reference for potential non-appropriated spending.
Fire (Shannon) – Council member Lusk ask the clerk if money received
from the county for HazMat calls included pay for the individual volunteer
firefighters who participated in the call. It was the clerk’s opinion it was
not meant to be actual pay for the individual firemen but would check with
Ms. Honabarger, County EMA Coordinator.
Grant (Lusk) – The Mayor announced that District 14 would be holding
a meeting to review and enhance applications prior to submitting them to the
next level. The meeting date is February 6, 2002, in Cadiz, Ohio.
Pool (Rogers) – The committee is still investigating possible sources
for the needed pool repairs that are estimated to be in excess of $165,00
and needs to be started in March to be completed in time for the summer season.
Clerk’s Report – The clerk requested approval to pay a bill from Coshocton
Memorial Hospital in the amount of $521.10 for a pre-employment exam for Larry
Dusenberry. The service was provided last year, but the bill was not received
until last week. A motion was made and seconded to approve the paying of that
bill. (R.C. 6 yes) The village website has been available since 12-30-01 with
tax information and forms. Hopefully in the next few weeks, current proceedings
will be posted and as time permits an archive will be posted with past proceedings.
The Mayor announced that the County Commissioners would be holding their
first “On The Road” meeting in West Lafayette on
January 30, 2002, at 7:00 P.M. in the new Ridgewood Elementary School cafeteria.
The clerk presented the bills for approval for payment. A motion was made
and seconded to approve payment of the bills as presented. (R.C. 6 yes)

A motion was made and seconded to adjourn until the next regular meeting
