Minutes of West Lafayette Village
Council Regular Meeting on April 22, 2002
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Jan

Steve Bordenkircher (6 members present)
A motion was made and seconded to approve the minutes from the April 8, 2002,
council meeting with a correction to the Finance meeting time. (R.C. 6 yes)
Donald Rehard of Union Avenue came before council representing residents
requesting repair to the alley between and parallel to Russell and Union from
Kirk Street, east to Fair Street. The potholes have become so bad that there
are large pools of standing water when it rains. The mayor assured Mr. Rehard
that he and the VA were aware of the problem and considered it a priority
on the alley repair schedule. It is felt that a substantial grading of the
alley is required prior to applying more gravel.
Elaine Blair was present representing a group living in the vicinity of the
retention basin for the Lafayette Mills apartment complex. The basin is not
draining properly and there is standing water. During periods of hard rain
the basin even overflows into the surrounding yards. In addition to the flooding
problem the standing water creates the potential for mosquito infestation
and the disease / health problems that could cause. They had no success in
contacting the responsible party, Wallick Properties, to correct the problem.
They requested the village officials do whatever they could to hold the owner
responsible for the repair since the owner signed an agreement with the village
to properly maintain the basin. On a personal issued Ms. Blair requested clarification
as to why they were required to pay for the replacement of their water meter.
The clerk will investigate and provide the information for Ms. Blair.
Reports
Village Administrator – The new jet trailer was delivered last
week and the village employees received a short training session. A full day
of training will be scheduled for a day next week. The pool repair work has
been completed and the next step is painting. Alley repair has started this
week and will continue as time permits. The VA attended a meeting with Mike
Carter, GGC Engineers, and Dale Hartle, ORDC, to discuss the progress of funding
for the Penn-Michigan cleanup project.
Finance (Warne) – The committee chairman reported the committee
had reviewed the financial reports for February and March of 2002. They considered
everything in order and approved the financials as presented by the clerk/treasurer.
Insurance (Gossett) – A representative of Dawson Company, managers
of the OML joint insurance pool, met with the VA to review the village's insurance
policy. We should anticipate an increase due to the events last September.
A motion was made and seconded to reschedule the May 27, 2002, regular council
meeting to May 20, 2002, to avoid conflict with the Memorial Day Holiday.

A motion was made and seconded to approve payment of the bills presented
by the clerk / treasurer. (R.C. 6 yes)
A motion was made and seconded to adjourn until the next regularly scheduled
meeting on May 13, 2002, at 7:00 PM in the Council Chambers. (R.C. 6 yes)
