Minutes of West Lafayette Village Council Regular Meeting on May 13, 2002

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Jan Shannon and

Steve Bordenkircher (4 members present)

A motion was made and seconded to excuse council members Gossett and Bordenkircher from tonight’s meeting. (RC 4 yes)

A motion was made and seconded to approve the minutes from the April 22, 2002, council meeting. (RC 4 yes)

Citizens Comments:

            Bernie White of Russell Avenue was present to make council aware that after the last council meeting some misinformation had been relayed to his neighbor. The neighbor had remove a tree in front of his house on Russell and Mr. White had asked council member Rogers if there was any ordinances regarding tree removal in the village. The concern being that no one would want all the trees on Russell removed because it is so picturesque. He had no problem with the neighbor removing that tree. Allegedly council member Gossett had relayed to the neighbor that someone was complaining about the tree being removed. The neighbor took offense and this set off a series of hard feelings and confrontations between the neighbor and the Whites. The Mayor said he would speak to council member Gossett but the discussion at the council meeting was only of a general nature and no names or conclusions were discussed. It was not the recollection of any members present that there was any indication of a complaint being voiced at that time.

            Ellen Blair was present to again voice concern that nothing had been done about the retention basin problem behind the Lafayette Mills Apartments. Council member Shannon had contacted the complex manager who was supposed to contact the owners. No response had been received yet. The Mayor had discussed the situation with the Village Administrator and the problem was under investigation. Council had only been made aware of this a few weeks ago and was still not sure what all they could do regarding needed repairs or applying larvicides for mosquito control. Ms. Blair presented the clerk/treasurer with a check for her water bill and the charge for the installation of a touch read meter. She was upset that they were charged for a touch read without being informed it had to be installed when replacing a defective manual read meter.

The following resolutions and ordinance were given a first reading.

            Res. 2002-07 A resolution to repay a fund advance of $6000 to the general fund from debt service fund

            Res. 2002-08 A resolution to amend 2002 appropriations adding $10,000 to the general fund and transferring $10,000 to the pool fund

            Clerk/Treasurer presents the transcript and accompanying documents for Johnson Road annexation

            Ord. 2002-09 An ordinance to approve the annexation of the Johnson Road area

Reports:

            Village Administrator (Mayor) – Well #3 is down due to low production. G.M. Baker & Son has offered an estimate for pulling the pump and performing an inspection of the pump and well casing. The cost for that service would be $2000 and depending on the severity of the problem the repairs could range from $8000 to $15,000. A motion was made and seconded to approve the expenditure of up to $15,000 for the inspection and repair of well #3. (RC 4 yes)

The water plant had been inspected recently by the EPA and given a good review, especially the security of the wells.

            Police (Mayor) – The recent dog bite occurrence in the village was covered by an ordinance regarding dogs at large and the dog owner would be cited.

            Community Service (Shannon) – The benches through the recycle grant program were on order and should be here in the near future.

            Pool (Rogers) – The paint and chemicals had been ordered and if the weather cooperated the pool would open as scheduled. Passes were now available for preseason purchase at the village office at a 10% discount.

            Chamber Rep (Rogers) – Strawberry festival is scheduled for June 8 at Burt Park. The chamber with assistance from the Lions Club were planning an eat stand painting day on June 15th. They wanted to invite all volunteers to come and help.

            Mayor announced that he would be attending the annual Mayor’s Conference June 5th through June 7th.

Other Business – Councilman Lusk reported that a wetland area was being proposed for 6 acres near the new high school. The developers would turn the area over, at no charge, after 5 years to an entity that would be willing to maintain the property. Lusk felt this would be something the council should consider. There will be further discussion at the next meeting.

A motion was made and seconded to approve the payment of bills as presented. (RC 4 yes)

A motion was made and seconded to adjourn until the next regularly scheduled meeting on May 20, 2002, at 7 PM in Council Chambers. (RC 4 yes)
