Minutes of West Lafayette Village Council
Regular Meeting on June 17, 2002
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, and
Steve Bordenkircher (5 members present)
A motion was made and seconded to approve the minutes from the June 10, 2002,
council meeting. (RC 5 yes)
Rich Lipstrue of GGC Engineers was present to present the bid summary for
the River Front Estates Force Main and Waterline project. The apparent low
bidder was William Albert Inc. with a bid of $238,381.44. The engineer’s opinion
is that the bid is responsive and complete and the contractor has preformed
satisfactory work for the village in the past and therefore should be awarded
the contract for this project. A motion was made and seconded to award the
contract to William Albert Inc. for the River Front Estates Force Main and
Waterline project. (RC 5 yes) Rich then explained that the bid was approximately
$172,000 under the engineering estimate. The original project (1998 version)
included extending the water and sewer lines under State Route 36, but was
not included in this version since the cost was thought to exceed the available
funding. Considering the results of the bid and the additional reimbursements
from the Army Corp of Engineers funding it would be the recommendation that
the village consider reviving the extension project. The engineers estimate
to update the design, acquire ODOT permits, and contract for the work would
be approximately $140,000. The general consensus of council was that this
seemed to be an excellent opportunity. Bordenkircher, utility committee chairman,
requested the engineers provide the committee with some more detailed information
regarding costs and the use of current funding for this additional project.
The committee will be meeting within the next month to discuss the project
and bring a formal recommendation to council. Melissa Scott of GGC Engineers
was also present to answer any questions regarding the pool grant application
process.
Ordinances & Resolutions
Ordinance 2002-11, approving the annexation of the north end
area, was given a 2nd Reading. A motion was made and seconded to
suspend the rule requiring 3 readings. (RC 5 yes) A motion was made and seconded
to adopt Ordinance 2002-11. (RC 5 yes)
Ordinance 2002-12, adopting 2002 pay scale for pool employees,
was given a 2nd Reading. A motion was made and seconded to suspend
the rule requiring 3 readings. (RC 5 yes) A motion was made and seconded
to adopt Ordinance 2002-12. (RC 5 yes)
Resolution 2002-13, authorizing application for financial assistance
from ODNR (Land & Water Conservation Fund), was given a 2nd
Reading. A motion was made and seconded to suspend the rule requiring 3 readings.
(RC 5 yes) A motion was made and seconded to adopt Ordinance 2002-13. (RC
5 yes)
Resolution 2002-14, authorizing application for financial assistance
from ODNR (NatureWorks Fund), was given a 2nd Reading. A motion
was made and seconded to suspend the rule requiring 3 readings. (RC 5 yes)
A motion was made and seconded to adopt Ordinance 2002-14. (RC 5 yes)
Resolution 2002-15, expressing support and future acceptance
of wetlands upon satisfactory completion of regulatory requirements, was given
a 2nd Reading. A motion was made and seconded to suspend the rule
requiring 3 readings. (RC 5 yes) A motion was made and seconded to adopt
Ordinance 2002-15. (RC 5 yes)

Finance (Warne) – The finance committee reviewed the financial
reports for April and May of 2002 prepared by the clerk/treasurer. The committee
approved the reports. The 2003 budget hearing will be held on July 8, 2002,
at 6:45 PM in the council chambers.
Grant (Lusk) – The village will be applying for Issue II grants
for the Sewage Plant Renovation again this year. We currently have grant requests
in for paving projects. If we receive the $40,000, it would be available next
spring.
Pool (Rogers) – Currently having some major mechanical problems
at the pool. The pool may have to be closed for a few days to attempt to correct
these problems.
Chamber Rep (Rogers) – Eat stand painting party was a success,
despite cool weather, with approximately 28 participants.
Utility (Bordenkircher) – The committee will be meeting to seriously
investigate the extensions under SR 36, as this would be an excellent opportunity
for the village, the surrounding area and future development of the intersection.

A motion was made and seconded to approve the payment of bills as presented.
(RC 5 yes)
A motion was made and seconded to adjourn until the next regularly scheduled
meeting on July 8, 2002, at 7 PM in Council Chambers. (RC 5 yes)
