Minutes of West Lafayette Village Council Regular Meeting on September
9, 2002
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and
Steve Bordenkircher (5 members present)
A motion was made and seconded to excuse council member Maurer from the meeting.
(RC 5 yes)
A motion was made and seconded to approve the minutes from the August 26,
2002, council meeting. (RC 6 yes)
The Mayor read a letter from a village resident who was complaining about
the stray cat population in the village. The letter was not signed. Governor
Taft will be hosting a state remembrance ceremony to mark the anniversary
of 9-11 at the Statehouse in Columbus. There will be a statewide moment of
silence at 8:46 AM followed by a statewide ringing of bells at 8:47 AM. The
Mayor announced that beggars’ night is tentatively scheduled for October 31.
Ms. Blair was present to again express her concern about the retention pond
at the Mills apartments. She reported that to her knowledge there had been
no cleaning or repairs of the pond area. She presented the council with information
on pending legislation regarding retention pond regulations. She also distributed
information about the West Nile virus. The Mayor instructed the Village Administrator
to contact the owner to verify that no action had been taken and insist they
give it their immediate attention.
Ron Lusk expressed the concern of other village residents about the pedestrian
crossings at the elementary school on Union Avenue. The problem area is the
intersection of Maple and Union. The school children use Maple as access to
Union and then cross to the school. The VA felt some of the problem would
be eliminated when the teachers were permitted to park behind the school again.
A motion was made and seconded to authorize the VA to make the east side of
Maple St “temporarily no parking” from Russell south to Union and a short
distance east on Union from that intersection. (RC 5 yes)
2002-22 An ordinance to approve, adopt, and enact the 2002 edition
of the Ohio Municipal code, and declaring an emergency was given a first reading.
A motion was made and seconded to suspend the 3 reading rule. (RC 5 yes) A
motion was made and seconded to adopt ordinance 2002-22. (RC 5 yes)
Reports:
Village Administrator – The directional boring for the sewer
and water lines has just about been completed. The engineer will be issuing
a change order for easement rights later this month. ODOT has said that the
tentative schedule for state route paving was SR 751 in the spring of 2003
and SR 93 the spring of 2004. Since we are a village, any required curb or
sidewalk modifications would be part of what the state will pay for. The VA
requested approximately $2500 for a second leave collection box. This way
there would be no down time while the collected leaves are taken to the dumpsite.
It was the clerk’s feeling the money could be expended out of the general
fund.
Police (Chief) – The new radar unit has been installed in cruiser
#1. The Chief gave the monthly report for August.

Community Service (Rogers) – The chamber of commerce has authorized
an expenditure of $300 to help in the maintenance and decoration of the light
poles on Main Street.
Fire (Bordenkircher) – Bordenkircher reported on the fire district
meeting last month. There was information on the forming of a district, which
is relatively easy, just a motion and vote. Financing is via a tax levy voted
on by the residents of the district. Bordenkircher with the fire chief is
meeting with the townships the village currently has contracts with to see
how they feel about forming a fire district. He will have a better feel for
a recommended direction by next council meeting.
Planning commission – It was agreed that a meeting needed to
be scheduled with the village solicitor to determine the next steps required.
Chamber Rep (Rogers) – The Halloween party is scheduled for October
26th at Burt Park.

A motion was made and seconded to adjourn until the next regularly scheduled
meeting on September 23, 2002, at 7 PM in Council Chambers. (RC 5 yes)
