Minutes of West Lafayette Village Council Regular Meeting
on October 14, 2002
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and
Steve Bordenkircher (4 members present)
A motion was made and seconded to excuse council members Warne and Maurer
from the meeting.
(RC 4 yes)
A motion was made and seconded to approve the minutes from the September
23, 2002, council meeting. (RC 4 yes)
Mayor Patterson announced that the Village of West Lafayette would observe
“Trick or Treat” night on October 31 starting at 5:30 PM and ending at 6:30
PM. If you wish to participate, please turn on your porch light.
The following resolutions / ordinances were given a first reading:
2002-25 A resolution to advance $150,000 to the capital improvements
fund (403) from the water fund
2002-26 A resolution to amend 2002 appropriations adding $463,000
to the capital improvements fund (403)
2002-27 An ordinance amending ordinance 2000-17 – Income tax
ordinance
Reports:
The Mayor gave the administrator’s report. The condemned house at 421 Rear
East Main Street has been demolished and hauled away. Leaf pickup started
this week. William Albert, Inc. has installed all the pipe for the River Front
Estates project and the lift station is scheduled for delivery the week of
10-18-02. The extension under US 36 is expected to be bid next week. The application
process for grants from ODNR is being completed. The grant money would be
for swimming pool renovations.

Community Svc (Rogers) – The chamber has placed new flower arrangements in
the light poles. Thanks to Christie Maurer. We have received 6 benches from
the recycle program and they have been placed around the village.
Fire (Bordenkircher) – The SOP’s have been completed by the fire department
and are ready for council review.
Planning (Lusk) – The Mayor requested Lusk review the current members to
determine if all members still meet eligibility requirements.
Chamber Rep (Rogers) – The Halloween party is schedule for October 26 from
4:00 PM to 8:00 PM at Burt Park.
Clerk’s report – The clerk presented council with recommended
line item appropriation transfers within funds. A motion was made and seconded
to approve the line item appropriations transfers as recommended. (RC 4 yes)
The clerk made a point to explain to council that without action on resolutions
2002- 25 and 26 there was technically no money to pay the William Albert invoice
for work done on the RF Estates project. It was the consensus was that the
contractor needed to be paid and the above referenced resolutions would be
acted on next meeting if enough members are present. A motion was made and
seconded to approve payment of the bills as presented. (RC 4 yes)
Committee Meetings: No meeting are scheduled
A motion was made and seconded to adjourn until the next regularly scheduled
meeting on October 28, 2002, at 7 PM in Council Chambers. (RC 4 yes)
