Minutes of West Lafayette Village Council
Regular Meeting on December 9, 2002
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and
Steve Bordenkircher (6 members present)
A motion was made and seconded to approve the minutes from the November 25,
2002, council meeting. (RC 6 yes)
Resolutions / Ordinances
2002-33 ORDINANCE TO HIRE A SOLICITOR FOR THE REMAINDER OF 2002
AND 2003 AND DECLARING AN EMERGENCY was given a first reading. A motion was
made and seconded to suspend the 3 reading rule. (RC 6 yes) A motion was made
and seconded to adopt Ordinance 2002-33. (RC 6 yes)
2002-34 AN ORDINANCE TO ESTABLISH THE YEAR 2003 PAY SCALE FOR
ADMINISTRATIVE AND OFFICE EMPLOYEES OF THE VILLAGE OF WEST LAFAYETTE, OHIO,
AND TO REPEAL ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH was given a
first reading. A motion was made and seconded to suspend the 3 reading rule.
(RC 6 yes) A motion was made and seconded to adopt Ordinance 2002-34. (RC
6 yes)
2002-35 AN ORDINANCE TO ADOPT THE 2003 PAY SCALE FOR THE POLICE
DEPARTMENT OF THE VILLAGE OF WEST LAFAYETTE, OHIO, AND TO REPEAL ORDINANCES
AND RESOLUTIONS IN CONFLICT THEREWITH was given a first reading. A motion
was made and seconded to suspend the 3 reading rule. (RC 6 yes) A motion was
made and seconded to adopt Ordinance 2002-35. (RC 6 yes)
2002-36 AN ORDINANCE TO ADOPT THE 2003 PAY SCALE FOR THE STREET,
WATER AND SEWER DEPARTMENT EMPLOYEES OF THE VILLAGE OF WEST LAFAYETTE, OHIO
AND TO AMEND ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH was given a
first reading. A motion was made and seconded to suspend the 3 reading rule.
(RC 6 yes) A motion was made and seconded to adopt Ordinance 2002-36. (RC
6 yes)
2002-37 AN ORDINANCE TO ADOPT A SCHEDULE OF PAID HOLIDAYS FOR
THE EMPLOYEES OF THE VILLAGE OF WEST LAFAYETTE, OHIO, FOR THE CALENDAR YEAR
OF 2003 was given a first reading. A motion was made and seconded to suspend
the 3 reading rule. (RC 6 yes) A motion was made and seconded to adopt Ordinance
2002-37. (RC 6 yes)
2002-38 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR CURRENT
EXPENSES AND EXPENDITURES OF THE VILLAGE OF WEST LAFAYETTE, STATE OF OHIO,
DURING THE FISCAL YEAR ENDING DECEMBER 31, 2003 was given a first reading.
A motion was made and seconded to suspend the 3 reading rule. (RC 6 yes) A
motion was made and seconded to adopt Ordinance 2002-38. (RC 6 yes)
Reports:
Village Administrator – The street crew has been busy repairing
alleys. The VA has made a formal request to the Ohio EPA for free technical
assistance for the Penn-Michigan project.
Community Service (Maurer) – The new decorations on the light
poles were a cooperative effort by a local Girl Scout
troop, Dave Rogers and his wife. The Mayor has received several compliments.
Finance (Warne) – The finance committee has reviewed and approves
the financial reports for October 2002.
Fire Committee (Bordenkircher) – Ron Lusk announced that the
Firemen’s Association had donated $12,000 to the village for payment on the
tanker truck loan principal.
Chamber Rep (Rogers) – With the assistance of the fire department,
the Main Street lights were put up November 30th. Some lights have
been erected at Burt Park and more will be done soon.
Utility (Bordenkircher) – The committee had a meeting with the
Ohio DOD and EPA regarding the Penn-Michigan Project. There are some minor
details to correct prior to the completion of the Phase I assessment. The
committee is working with Dale Hartle and GGC Engineers to make these corrections
and have the assessment done prior to Christmas.
Clerk’s report – The state auditors are going to start the village’s
2001 and 2002 audit on January 7, 2003. If the Corp of Army Engineers requires
a single audit for the Riverfront Estates grant, the state auditors will perform
that at the same time.
Other business – Lusk relayed an inquiry about renting the Gress
building from Phil Shearrow. The general consensus of the council was that
they were not interested in renting or leasing the building. There is hope
that the plans for a community center will be progressing over the next year
or two. Preparing the building for rental would involve more expense and paper
work then a reasonable rental fee would generate. Dave Rogers wanted to pass
on compliments to the police chief from residents of Johnson Road for the
police attention to the speeding problem.

A motion was made and seconded to approve the payment of bills as presented.
(RC 6 yes)
At 7:42 PM a motion was made and seconded to move into executive session
to discuss a personnel matter. (RC 6 yes) At 8:19 PM a motion was made and
seconded to return to regular session with no action taken. (RC 6 yes)
A motion was made and seconded to adjourn until the next regularly scheduled
meeting on December 16, 2002, at 7 PM in Council Chambers. (RC 6 yes)
