Minutes of West Lafayette Village Council Regular Meeting
on December 16, 2002
West Lafayette Village Council met in regular session at 7:00
P.M., in the municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett,
Ron Lusk, Christie Maurer and
Steve Bordenkircher (6 members present)
A motion was made and seconded to approve the minutes from
the December 9, 2002, council meeting. (RC 6 yes)
The Mayor presented an invoice from the Coshocton County Regional
Planning Commission for 2003 membership. A motion was made and
seconded to appoint Ronald Lusk and Donald Lusk as representatives
of the Village of West Lafayette for 2003. (RC 6 yes)
Ordinance 2002-24 AN ORDINANCE CREATING THE POSITION OF VILLAGE
FISCAL OFFICER AND WAIVING RESIDENCY REQUIREMENTS was given
a first reading.
Mike Carder, GGC Engineers, was present to update council on
the ongoing projects. The funding application for the WWTP scored
high on the round 17 SCIP project list and he anticipates funding
will be available next summer. Funding will consist of $225,000
in grant money and a 0% interest loan in the amount of $85,000.
The water system flow study is about half completed. The next
step is to take actual flow reading from a variety of fire hydrants
around the village. It should be completed near the end of January.
The bid opening for the US 36 water and sewer crossing will
be December 18th. The Phase I assessment for Penn-Michigan
site is complete. A new ordinance will be needed to approve
application to the Clean Ohio Assistance Fund before the application
can be submitted. That will be done the first meeting in January.
At that time the public notice procedures will commence.
Reports:
Village Administrator – Thank the council and Mayor for another
successful year. The traffic light at Oak and Main Street burned
out during the ice storm last week. Coshocton Electric is in
the process of replacing it, which should be completed later
this week.
Police (Chief) – The monthly report for November was given
as follows:
Complaints 30
Traffic arrests 20
Criminal arrests 13
Felony Cases 1
Accident reports 1
Number of calls 203
Community Services (Maurer) – Maurer passed around
a mockup of the village newsletter. The cost for a 3rd
class bulk mail permit would be $150 per year and the printing
cost would be around $150.00 per issue for 2200 newsletters.
The council felt that the mailing should be limited to village
residents and not include the surrounding areas. That would
reduce the mailing to a little over 1000. Maurer will get another
count and a per piece price for the mailing.
Finance (Warne) – The finance committee has reviewed
and approves the November 2002 financial reports as presented
by the clerk.
Fire (Bordenkircher) – The standard operating procedures
have been distributed to and signed for by the firefighters.
White Eyes township will not be changing the coverage by our
fire contract this year so a revised contract needs to be presented
to council next meeting for approval.
Ordinance (Warne) – The committee has been researching
a request from the permanent part time office employees for
paid vacation and sick leave. The committee was concerned that
under current definitions the part time police officers might
also be eligible even though they do not have regularly scheduled
workweeks. They will continue the research and report back to
council.
Clerk’s report – The clerk presented a recommended
line item appropriation transfer to finish out the year in 2
areas. A motion was made and seconded to approve the transfers
as presented. (RC 6 yes)
Committee Meetings: None scheduled
A motion was made and seconded to approve the payment of bills
as presented. (RC 6 yes)
A motion was made and seconded to adjourn until the next regularly
scheduled meeting on January 13, 2003, at 7 PM in Council Chambers.
