Minutes of West Lafayette Village Council
Regular Meeting on February 24, 2003
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and
Steve Bordenkircher (6 members present)
A motion was made and seconded to approve the minutes of the February 10,
2003, council meeting. (RC 6 yes)
The Mayor read a post card from a village resident complimenting the recent
village newsletter.
Council member Lusk wanted to express his appreciation for the efforts of
the village employees to keep the streets plowed. He feels they have been
doing an excellent job.
Reports:
Finance (Warne) – The finance committee met and reviewed the
financial reports for January 2003. The finance committee approves the January
2003 financial reports. The committee requests that the clerk prepare a short
form to be used when a department head wants to request appropriation funding
for capital outlay. The form would be use to describe the expenditure, what
it would be used for and which funds might be used for the appropriations.
The form should include detailed quotations from qualified vendors. The committee
approved an appropriation transfer in the Solicitor department of the general
fund. This will allow the wages and benefits for the solicitor to be tracked
separately. At the last meeting the council had requested GGC Engineers provide
an estimate of the funds that would be required for the WWTP renovation project
prior to availability of the Ohio Public Works Commission funding. As of meeting
time, the requested information from GGC Engineers had not been received.
The committee instructed the clerk to establish a Capital Improvement fund
for the entire project and an advance resolution until funding is available.
Planning (Lusk) – The books have been printed and will be reviewed
one more time by the commission. A motion was made and seconded to elect Lusk
to serve as the council representative for the planning commission. (RC 6
yes) The mayor appointed the following members: Glenn Hill – 6 year term,
Martin Glazier – 4 year term, and Jim Ronshausen – 2 year term. The commission
will appoint a secretary at the next meeting.
Fire (Bordenkircher) – The clerk reported that the Fire Chief
had dropped off a grant application for reimbursement of training expenses.
To date the village would qualify for $510 in grant money. The deadline for
submitting the application is April 30, 2003.
Clerk – The 2002 cash financial report has been completed, filed
with the state auditor and a copy is available for public inspection at the
administrative offices. The clerk reported that William Shurtz, on behalf
of the Shurtz Family Farm, had file an Application for Placement of Farmland
in an Agricultural District on February 7, 2003. The clerk recommended a public
hearing on the application is held on March 7, 2003, at 3:00 PM in the council
chambers. A motion was made and seconded to hold a public hearing on that
date and time. (RC 6 yes) After the hearing the council would have 30 days
to approve, modify or reject the application.

A motion was made and seconded to approve the payment of bills as presented.
(RC 6 yes)
A motion was made and seconded to adjourn until the next regularly scheduled
meeting on March 10, 2003, at 7 PM in Council Chambers. (RC 6 yes)
