Minutes of West Lafayette Village Council
Regular Meeting on March 10, 2003
West Lafayette Village Council met in regular session at 7:00 P.M., in the
municipal building with Mayor Jack Patterson presiding.
Pledge of Allegiance
Roll Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and
Steve Bordenkircher (6 members present)
A motion was made and seconded to approve the minutes from the February 24,
2003, council meeting. (RC 6 yes)
At 7:20 PM a motion was made and seconded to move into executive session
to discuss personnel matters. (RC 6 yes) At 8:04 PM a motion was made and
seconded to return to regular session with no action taken. (RC 6 yes)
Mr. and Mrs. Kopp were present to report on a surface water drainage problem
at their home on Hal-Kar Road. It was their opinion the problem was a result
of run off from the new Ridgewood High School. The village administrator said
he would be consulting with the school administration about what he thought
also might be a problem. Since the Kopp’s home is not within the village the
mayor recommended they take their video and concerns to the Lafayette Township
Trustees and the Coshocton County Commissioners. One of those government entities
may be able to offer some assistance.
2003-04 RESOLUTION
TO AMEND 2003 PERMANENT APPROPRIATION ORDINANCE 2002-38, ADDING $340,000 TO
THE WWTP RENOVATION CAPITAL IMPROVEMENT FUND (404) AND $17,994 TO THE DEBT
SERVICE – FIRE TRUCK FUND (302) was given a first reading. A motion was made
and seconded to suspend the 3 reading rule in regards to resolution 2003-04.
(RC 6 yes) A motion was made and seconded to adopt resolution 2003-04. (RC
6 yes)
2003-05
A RESOLUTION TO ADVANCE $50,000.00 TO THE CAPITAL IMPROVEMENTS – WWTP RENOVATION
(404) FUND FROM THE GENERAL FUND (101) was given a first reading. A motion
was made and seconded to suspend the 3 reading rule in regards to resolution
2003-05. (RC 6 yes) A motion was made and seconded to adopt resolution 2003-05.
(RC 6 yes)
Reports:
Village Administrator – A meeting was held with the manager of
the Mills Apartment Complex and a phone conference was conducted with the
owner in Columbus regarding the drainage problem at the complex entrance and
Plainfield Road. This is a continue problem during heavy rain and snowmelt
runoff. They are working on a plan to correct the situation. Albert Excavating
has started the demolition of the old Gress Building on Main Street. It should
be completed in the next week or so. There was a general discussion about
the deteriorating condition of several streets in the village. Forth Street
and part of Sixth Street were both specifically mentioned. It was the consensus
of council that the finance committee should research the availability potential
funding. GGC Engineers will present the completed water distribution study
results at the March 24th Council meeting.
Police Chief – The monthly report for February 2003 was presented.
Complaints: 29 Traffic arrests:

Community Service (Maurer) – The next newsletter will go out
in May and anyone wanting to submit anything should have it ready by the first
meeting in April.
Bicentennial (Rogers) –A meeting was held last week. The committee
would like to consider a flower-planting scheme at Burt Park utilizing RED-WHITE-BLUE
plants. They are hoping a local scout troop might want to undertake the planting
and maintenance duties as a project for the summer. If anyone is interested
they can call Christie Maurer at 545-9370. Also discussed were placing banners
at the ends of Main Street. The bicentennial committee will present a funding
request to the finance committee.
Fire (Bordenkircher) – Council member Lusk reported the Volunteer
Fireman’s Association made a donation of $17,994 to be applied to the Tanker
Truck debt principal.
Ordinance (Warne) – The committee met and discussed the “fire
key box” issue. It was decided that there needed to be a meeting with the
Fire Chief and more research on the idea. The employee benefit ordinance has
been revised to include the permanent part time employees. The clerk was to
prepare the revised ordinance for council’s consideration at the next meeting.
Planning (Lusk) – The committee met to review the planning book
and hopes to present copies to the council for review at the next council
meeting.
Utility (Bordenkircher) – A public hearing for the Penn-Michigan
Phase II application was held March 3, 2003, and the application should have
been filed with the state on Friday March 7, 2003.
Clerk – The state auditors should finish the on site work by
the end of this month and the final report will be ready near the end of April.
The estimated cost of this audit is $14,500. That is almost $5000 less than
the 99-2000 audit and almost $15,000 less than the 97-98 audit.

A motion was made and seconded to adjourn until the next regularly scheduled
