Minutes of West Lafayette Village Council Regular Meeting on March 24, 2003

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack Patterson presiding.

Pledge of Allegiance

A motion was made and seconded to excuse council members Maurer and Warne from the meeting. (RC 4 yes)

A motion was made and seconded to approve the minutes from the March 10, 2003, council meeting. (RC 4 yes)

Boy Scout Troop 419 was in attendance to observe local government in action. The Mayor gave a brief explanation of how the council passes the laws in the form of ordinances and resolutions and then he, as mayor, makes sure those laws are enforced.

The Mayor read a letter from Michael Porath, District Engineer for Waste Management, to Dan Egan regarding the proposed wetlands project adjacent to the new Ridgewood High School. The purpose of the letter was to notify Mr. Egan that Coshocton Landfill, Inc. was withdrawing its proposal to develop and maintain the wetlands area. The reasons sited were unresolved issues with the parties involved and the economics of the development, long term monitoring and the completion of Kirk Drain Project. Mr. Porath offered an apology for not being able to complete a project that would have been an asset to the community.

Kenny Freetage was before council to express a continuing concern about a neighbor’s pets that are creating a mess in his yard. He said he has attempted to approach the individual personally with no results and has reported the problem to the West Lafayette Police Department a couple of times with no results. He was asking council to assist him since it was his understanding that the village has an ordinance that addresses this particular problem. The Mayor agreed that there was an ordinance and Chief Bradshaw said he would personally investigate the situation.

Warren Hall was present to request council do whatever possible to improve the condition of the alley behind his home. That is between and parallel to Russell and Union avenues from Oak to Maple. There are numerous potholes and ruts with little or no gravel. During the rain it becomes a muddy, slippery mess with the mud drying almost like concrete. The village administrator said he would look into it and try to get the alley graded and try some larger gravel to see if that would last longer. The street budget right now is very tight and paving this year would be very unlikely.

Introduction to Resolution / Ordinances:

            2003-06 An ordinance establishing a benefit schedule for the Village of West Lafayette, Ohio, and amending prior ordinances and resolutions in conflict was given a first reading.

            2003-07 An ordinance establishing the water and sewer rates, miscellaneous charges and fees for 2003 for the Village of West Lafayette, Ohio, amending ordinances and resolutions in conflict herewith and declaring an emergency was given a first reading.

            2003-08 A resolution to approve Shurtz Family Farm application pursuant to revised code section 929.02 was given a first reading.

Reports:

            Village Administrator – The VA presented the contract with M&J Excavating for the Riverfront Estate Force Main and Waterline extension project for approval. A motion was made and seconded to approve the contract with M&J Excavating. (RC 4 yes) The VA presented a quote for a used portable generator that has been discussed previously and at the utility committee last week. The committee wanted Tom to inspect the generator and report back to council. He and Chad have inspected the item and both feel it is in good condition and would satisfy the requirements needed. It comes with a 30-day warranty. A motion was made and seconded to approve the purchase of the generator for $13,000 with the finance committee determining the exact source of funding. (RC 4 yes) The VA attended a meeting with officials of Coshocton City and ODOT to consider extending SR 751 from the East end of the village into Coshocton and joining SR 36 after crossing the new bridge. The VA didn’t see any negatives in the conversion of the village and city streets and county road 16 becoming a state route. The positive would be that the state would be responsible for maintaining the route. Council member Lusk reported that during Warren Fire’s inspection of the fire department’s Scott air packs an attempt was made to have the street departments confined space air packs tested. Warren Fire refused stating the tanks were obsolete. It was decided that the manufacture of those tanks should be contacted regarding testing since is believed the tanks are only 6 or 7 years old.

            Fire (Bordenkircher) – The clerk reported the fire chief had requested information including bank account numbers for a grant application. The clerk felt it would be prudent to have a copy of the application if such information is going to be handed out.

            Planning (Lusk) – The planning book was presented to council for their review and questions. Once those had been addressed then the next step would be to hold a public hearing on the matter.

            Pool (Rogers) – A meeting was held at the pool last week. It was decided that the walls and floor would require painting again this year. It was decided that a community pool painting party should be held. The date of April 19 at 9:00 AM was selected with April 26 being a rain date if necessary. Rogers is in the process of attempting to secure funding of the project. It was felt that if the painting could be completed earlier in the season the paint would have more time to setup before the filling of the pool at the end of May.

            Utility (Bordenkircher) – He requested a brief executive session at the end of the regular meeting to discuss a personnel issue. Mike Carder and Mike McFadden of GGC Engineers were present to present to council the results of the water flow study that was conducted on the village’s water distribution system. There is a problem in the southern side of the village resulting from undersized pipelines and the build up of deposits in those lines over the past 60 to 70 years. They presented a 10-year plan with an estimated cost of approximately 1 million dollars. The first phase would be to complete the loop from Ridgewood High School to Plainfield Road with a 12” main. Then it would consist of replacing the secondary 4” lines with 6” and 8” lines over the next several years. The loop completion project has been part of our ongoing efforts for funding the last couple of years and will continue to be until it is completed.

            Clerk – The on site portion of the state audit is nearing completion and so far – so good.

A motion was made and seconded to approve the payment of bills as presented. (RC 4 yes)

At 8:10 PM a motion was made and seconded to move into executive session to discuss a personnel issue. (RC 4 yes) At 8:43 PM a motion was made and seconded to return to regular session with no action taken. (RC 4 yes)

A motion was made and seconded to adjourn until the next regularly scheduled meeting on April 14, 2003, at 7 PM in Council Chambers. (RC 6 yes)
