West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Kelly Gossett, Ron Lusk, Christie Maurer and
Stephen Bordenkircher were present.
A motion
was made and seconded to excuse member Roger Warne from the meeting. (RC 5
yes)
A motion
was made and seconded to approve the minutes of the December 22, 2003
council meeting. (RC 4 yes, 1 abstention)
A motion
was made by Bordenkircher and seconded by Lusk to nominate David Rogers as
President Pro Tem for 2004. A motion was made and seconded to close
nominations. (RC 5 yes) A vote was called to elect Rogers, 5 yes, 0 no.
Mayor gave
his State of the Village address and made the committee assignments for
2004.
Introduction to ordinances and resolutions:
2003-29 An
ordinance to adopt the 2004 bonus for the volunteer fire fighters was given
a third reading. The Mayor reported that the village solicitor felt the
language was proper and recommended passage of the ordinance. A motion was
made and seconded to adopt ordinance 2003-29. (RC 5 yes)
2004-01 A
resolution to ratify the updated solid waste management plan was given a
first reading. A motion was made and seconded to suspend the 3 reading rule.
(RC 5 yes) A motion was made and seconded to adopt resolution 2004-01. (RC 5
yes)
Reports:
Village
Administrator – The VA recommended a review by the Utility committee of the
2003 financials to determine if any or what amount of water and sewer rate
increases would be appropriate in 2004. The VA presented an invoice from GGC
for $100 for the 2004 retainer fee. A motion was made and seconded to
approve payment of the invoice for $100 to GGC Engineers. (RC 5 yes) The VA
reported attending a meeting regarding the Penn-Michigan project last week
and the work plan is 2/3 completed. He did request an additional $5000 be
appropriated for engineering services. This is due to the fact 2 additional
engineering firms had been retained for consultation. The additional cost
will not qualify for reimbursement from a grant later. The clerk is to
prepare the resolution to add the appropriation to the water fund for 2004.
The VA and a couple of the village employees spent last Sunday pumping water
during the storms. There was a general discussion about possible problems
and remedies for the Commons area on Plainfield Road. The VA reported the
new 2004 Ford pickup for the utility dept has been order and should be in,
in about 6 weeks. The cost was $13,212,25.
Police
(Chief) – The Chief gave the December 2003 report and the annual 2003
report.

The Chief reported the price for a new Ford Crown
Vic cruiser would be $22,165 that is less than the 2002 we bought. A motion
was made and seconded to approve the purchase of the 2004 Ford Crown Vic
Cruiser from Statewide Ford for $22,165. (RC 5 yes)
Community
Service (Maurer) – Collected content for the upcoming village newsletter.
Fire
(Lusk) – The 2004 fire protection contracts were presented for approval.
Bordenkircher, as outgoing chairman, voiced his continued concerns with the
ratio of what the surrounding townships were paying compared to the number
of fire calls generated. By his recollection the townships receive 80% of
the service while paying only 20% of the cost to operate the fire
department. A motion was made and seconded to approve the 2004 fire
protection contracts for Lafayette, Oxford, Linton and White Eyes Townships.

Insurance
(Gossett) – Meetings are planned for February to start shopping for
competitive health and liability insurance.
Chamber
Rep (Maurer) – The annual chamber dinner is planned for February 5, 2004.
Clerk’s
report – The annual payroll reports, forms, and taxes have been filed, W2s
distributed, and the village books will be closed next week. The hardwire to
the network has been installed in the council chambers and should be online
by next meeting. 2003 tax return forms will go out later this week.
Search
Committee (Bordenkircher) – The committee met last week to go over the
advertisement and draft of the employment contract. Copies of the ad were
passed out to the council members and mayor. A motion was made and seconded
to approve publication of the ad in the Coshocton Tribune from 1-19 through
1-25 with resumes due to the village administrator by 2-2-04. (RC 5 yes)
Bordenkircher said the finished employment contract would be ready by the
next council meeting for approval. He requested the clerk jot down a brief
description of the job duties.
