Minutes of West Lafayette Village Council Regular Meeting on March 22, 2004

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Kelly Gossett, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

A motion was made and seconded to excuse member Roger Warne from the meeting. (RC 5 yes)

 

A motion was made and seconded to approve the minutes as corrected of the March 8, 2004 council meeting.  (correction: Finance committee will meet the 1st council meeting of the month) (RC 5 yes)

 

Mayor’s Correspondence – Owens & Manning new email address: Owensmanning @SBCGlobal.net

 

Citizens’ comments – Grant Daugherty, Coshocton County Commissioner was present. Asked Commissioner Daugherty about financial assistance from the commissioners to the pool. Responded that the commissioners hoped to be able to assist, but questionable because of murder trial. 

Fire dept. invoice without P.O. Councilman Lusk to check into matter

 

Introduction to ordinances and resolutions:

Ordinance 2004-03.  Ordinance to establish the year 2004 pay scale for Administrative, Fiscal Officer and office employees of the Village of West Lafayette, Ohio and to repeal ordinances and resolutions in conflict therewith.

          Motion to suspend rules (RC 5 yes)

                                  Motion to adopt ordinance  (RC 5 yes)

Ordinance 2004-04.  An ordinance to clarify village compliance with state code as to collection of taxes and payment on refunds

                                    Motion to adopt ordinance (RC 5 yes)

Ordinance 2004-05.  Ordinance authorizing the purchase of a new police cruiser and payment for the police cruiser.

                                    Motion to suspend rules (RC 5 yes)

                                    Motion to adopt ordinance (RC 5 yes)

Ordinance 2004-06.  Ordinance to authorize village solicitor to proceed with necessary legal procedures for correcting the village’s boundary line by annexation.

                                    First reading

 

 

Reports:

Village Administrator – Liability Insurance Quote.   Should expect a 20-26% increase for insurance from OML this year.  Have 1 quote presently. Quote shows a possible savings of $4,000.00 - $12,000.00.  Waiting for another quote.  Need answer/quote prior to April 28th.

                        VA spoke with Dave Perry (Wallick Const.) concerning water drainage problem that was brought up at last meeting.  Mr. Perry assured village they would clean drain correctly.  VA also showed him the contract stating where they are responsible to maintain drain yearly.

Police – New cruiser in

Community Service (Maurer)  - Need information for newsletter by next meeting.

Finance (Bordenkircher) – Meeting 6:00 pm, April 12, 2004

Fire (Lusk) – Meeting 7:00 pm March 23, 2004. Combined with Fire Department at the Fire Station.

Grant Application – Issue 2.  Information sent in by VA,  Working on survey.

Pool (Rogers) – Review of needs.  Submitted application to Coshocton Foundation.  Placed ad in newspaper for summer employment.  Discussed pool surface.  Suggestions:  Sandblasting and painting.  VA to check on estimate to rent sandblaster from Rent-all.  Also Rogers mentioned vinyl application (Ned Wertz)

Chamber (Maurer) – Yellow Flag Sales – May.  Receiving a lot of comments.  Newcomerstown sales going on at the same time. Hopes are that a combined effort will draw more people.  Article  regarding Yard Sales in Newcomerstown News not correct.  Corrections being made.

                        Homecoming – July 14-17, 2004.  Maurer asked to block all streets around Burt Park at midnight Friday night.  Full schedule of events for Saturday.

Clerk’s            CMI rescheduled training from March 23- 25th until March 29- 30th

A motion was made and seconded to approve the payment of bills as presented.

(RC 5 yes)

 

A motion was made and seconded to adjourn until the next regular meeting on April 12, 2004 at 7:00 P.M. (RC 5 yes)
