West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the March 22, 2004 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – Letter from Steve Smith (ODT) Pre-Construction Meeting
with Apache Aggrate regarding resurfacing of SR 93. Start at 36 going
towards Plainfield. VA and Chad Haines to attend meeting.
Citizens’
comments – N/A
Introduction to ordinances and resolutions:
Ordinance 2004-06 – Ordinance to Authorize Village Solicitor to
proceed with necessary legal procedures for correcting the Village’s
boundary line by annexation. . . A motion was made and seconded to
suspend the three reading rule. (RC 6 yes) A motion was made and seconded to
adopt Ordinance 2004-06. (RC 6 yes)
Resolution 2004-07 – Resolution to amend the 2004 permanent
appropriations ordinance 2003-32, adding $21,865.00 to the General Fund
(Police Cruiser) . A motion was made and seconded to suspend the three
reading rule. (RC 6 yes) A motion was made and seconded to adopt resolution
2004-07. (RC 6 yes)
Resolution 2004-08 – Resolution to transfer
$21,865.00 from the General Fund (101)
to the Cap Out- Equipment (Police) Fund. A motion was made
and seconded to suspend the three reading rule. (RC 6 yes) A motion was made
and seconded to adopt resolution 2004-08. (RC 6 yes)
Reports:
VA -
2 quotes for liability insurance have been received. It was
recommended that the new quote polices and old policy be sent to Attorney
Owens for review. A motion was made and seconded to send a letter to OML of
the intent to change insurance carriers. Progress meeting was held
concerning WWTP, and VA reported that project is on schedule. Maple & Sons
would start on building Mid-May. Grant Daugherty contacted VA and informed
VA there is a meeting regarding sewer line project for Fresno, Friday, April
16th at 10:00 am in the Commissioner’s office. VA to attend
meeting. Wright Construction contacted VA concerning concrete slab for the
approach in front of the fire station. They would like to start pouring
next week. Received letter from Coshocton Engineer explaining breakdown
share of L-Tip.
Police -
New patrol car in.

Annexation
(Lusk) – Paperwork has been sent out. Lafayette Trustees approved
annexation.
C.S.
(Mauer) Newsletter information requested. Attorney Owens to submit
information.
Finance
(Bordenkircher) – met 4/12/04. Approved last month’s financial report.
Fire
(Lusk) - Checked on Invoice/Purchase Order and reported to council that
matter was handled correctly. Meeting with White Eyes township trustees
regarding fire contract. Also setting meetings with all townships for their
fire contracts for next year.
Insurance
(Gossett) - Meeting set.
Planning
Commission (Lusk) - Meeting to be set in the future.
Pool
(Rogers) - Held meeting. Several applications for pool positions have been
received. Received letter from Coshocton Foundation stating applications
for funding had been denied. The committee is looking at the best use for
the money received from county commissioners late last year. Talked with
Mike Carder to look for grants/funding for next year, but will need some
kind of fund commitment from village.
Chamber
Commerce (Mauer) – Yellow Flag Sales - May 7 & 8; Strawberry Festival –
June 12th. Sept. 18th – Midget car event at Burt Park
– Soup Supper or something planned.
Utililty
(Bordenkircher) - Phase II application status – well reports back Approved
sections 5, 6 & 7 Amended Phase II. Reapply in June
Clerks
(Prater) - Debi from CMI was here for software training. Training went
well. Nancy from State Auditor’s office will be here April 21, 2004
Other
Business - Bordenkircher brought up the two (2) fatal accidents within the
village. Stated that council needs to make every effort to prevent future
accidents. Much discussion and suggestions followed concerning crosswalks
(placement/painting), education programs, speed limits (reductions).
Utility committee to research crosswalk placement; Attorney Owens to
research speed limit reductions. Prime areas of concern are Main Street,
school zones and high traffic areas: Kirk Street, Russell Avenue.
Warne brought to the table concerning the new
Conceal Carry Law. VA reported that signs have been posted in all village
buildings. Signs need to be posted at the Burt Park and the pool area.
