West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the July 12, 2004 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – Letter from CCEMA Hazard Mitigation Executive summary.
Resolution needs to be passed by council and then to FEMA by September.
Mayor gave sample resolution to VA then to be given to Fiscal Officer.
Letter with minutes from Issue II meeting received. Mayor read information
concerning train festival being held in Dennison, Ohio on July 30th,
31st and Aug 1st. Special train cars coming from PA
and will stop in West Lafayette to place a wreath at the monument. Mayor
Patterson to speak.
Citizens’
comments – Wayne and Karen Patterson requested consideration for legalizing
golf cars for use in the village. Village council concerns include
Administration costs, inspections, plates, training, and safety. Mr.
Patterson stated several people are interested and want the village to move
ahead.
Introduction to ordinances and resolutions:
Resolution 2004-15 A resolution to amend the 2004 Permanent Appropriations
Ordinance 2003-32, transferring funds. A motion was made and seconded to
adopt resolution 2004-15. (RC 6 yes)
Reports:
VA Bill in the amount of $1074.95 presented from Linda
Schie for repair to a gas line. Investigation of liability for a lady that
stumbled while crossing Main Street. Paint spray cleaned from car and
owners are happy. All three contractors are working. Concrete pads are
done and some conduit installed. One building is complete except for
painting. Bucket truck – found two van style bucket trucks in Strasburg.
1. 1996 with 70,000 miles for $8,000.00; 2. 1992 wanted $6,200.00 will sell
to Village for $3,500.00. No monies will be used out of the General Fund. A
motion was made and seconded to purchase the 1992 bucket truck. (RC 6 yes)

questionnaire from State Auditor’s office regarding audit bids. Also
received 3 letters and 2 phone calls requesting to bid on audit.
Other Business: Status on representative to
Water/Sewer County Advisory Board. Mayor to speak with Commissioner
Daugherty.
