West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance

Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the July 26, 2004 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – N/A
Citizens’
comments – Wayne Carnes and Gene Flinn expressed concerns about condition of
alley between George and Oak Streets. They said it has been graded, but
that was it. Felt it was in terrible condition. VA to see about getting
gravel there as soon as possible. Also expressed concerns about junk cars.
Said there are a couple of junk cars that have sat there for a long time.
Mayor explained how the junk car process worked. Process started 2 weeks
ago. They asked that the police department patrol more frequently and late
at night.
Terry Mercer, Coshocton County Assistant Dog Warden
gave a presentation on dangerous and/or vicious dogs. Stated there are
several pit bull and pit bull mixes within the village and at the trailer
park. Have had 2 incidents lately. State law requires $100,000.00
liability insurance for each dog; that dogs are muzzled and on strong leash
when being walked, and pen requirements. Ms. Mercer made several suggestions
to council concerning these dogs. Ms. Mercer passed out Guidelines for
Regulating Dangerous or Vicious Dogs to Council. Council to check with Bill
Owens concerning ordinance possibilities.
Introduction to ordinances and resolutions:
Ordinance 2004-16 An Ordinance approving adopting and enacting the 2004
Edition of the Model Ohio Municipal Code, as revised through November 12,
2003 including all traffic and criminal amendments effective January 1, 2004
resulting from Senate Bill 123 and House Bill 490, published by American
Legal Publishing for the Village of West Lafayette, Ohio; repealing
ordinances and resolutions in conflict therewith; publishing the enactment
of new matter; and declaring an emergency. A motion was made and
seconded to suspend the three reading rule. (RC 6 yes) A motion was made and
seconded to adopt Ordinance 2004-16. (RC 6 yes)
Resolution 2004-17 Coshocton County Hazard Assessment and Mitigation
A motion was made and seconded to suspend the
three reading rule. (RC 6 yes) A motion was made and seconded to adopt
Resolution 2004-17. (RC 6 yes)
Resolution 2004-18. A resolution to amend the 2004 permanent appropriations
ordinance 2003-32, transferring funds. A motion was made and seconded to
suspend the three reading rule. (RC 6 yes) A motion was made and seconded to
adopt Resolution 2004-18. (RC 6 yes)
Reports:
Village Administrator: VA showed pictures of
progress at the Waste Water Treatment Plant. Railroad crossing to open
8/10/04. Signs at the edge of town have been repaired and put back up.
