Minutes of West Lafayette Village Council Regular Meeting on August 23, 2004

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

 

A motion was made and seconded to approve the minutes of the August 9, 2004 council meeting. (RC 6 yes)

 

Mayor’s Correspondence – Letter from ODOT Ohio L Tip identifying traffic control booklet.  Letter from District 14 workshop to be held 8/25/04 in Cadiz. Lusk to attend.  Letter from USDA relocating to Massillon, Ohio.

 

Citizens’ comments –  Gene Flinn- thank you for the gravel that was put in alley.  Stated that police were patrolling more in his area but still has problem with Juveniles being there late at night. 

                        Wayne Carnes – Pit Bull discussion.  Stated the Village needs to enforce old laws and not have any new laws. Mr. Carnes feels that if the Village bans pit bulls this time they will move to ban other breeds.  Mayor stated to Mr Carnes that all public input is always welcomed.

                        Kathy Thompson, Coshocton County Commissioner, stated her position on pit bull situation.  Bites are up, usually takes an incident for people and authorities to be aware of the dog.  People are now breaking in to the Dog Shelter and taking pit pulls. Asked about the Village’s representative to the County Water and Sewer Board. The Board is looking at where and how to expand water and sewer into other areas.  Fresno is next big project.  Smaller projects are also being looked at. (County Road 55 and Warsaw area) Thompson to get more information to the Mayor regarding commitments of Board members. Ethol Plant looks positive.  Wal-Mart starting bid process. Hope to open March 2005. County Home now vacant.  Several options being looked into.  JED was discussed.

 

Reports:

Village Administrator  Alley worked on.  Dump truck repaired.

Annexation            Hearing 8/25/04 at 10:00 Commissioners office. Lusk to attend

Community Service            N/A

Finance            Set meeting.  Discussed budget hearing.

Fire                 N/A

Fire Dependency Board  N/A

Grant Applications                Blacktopping projects for next year

Insurance                                Need to meet with Finance to discuss new premiums

Ordinance                               Met and discussed vicious dogs.  Committee recommend contacting Attorney Owens and drafting new ordinance regarding vicious dogs. A motion was made and seconded to contact Attorney Owens. (RC 6 yes)

Planning Commission            N/A

Pool                                         Pool closing 8/29/04 for the season.  Weather is taking its toll.

Rep to Chamber of Commerce Car show went well. 41 cars. 2 hours of Gospel music and chicken b-b-q sold out.  Yellow Flag sales Sept. 10-11.  Sept. 18th. Midget car show, soup and sandwich supper.

Clerk’s report                        Pre-bid meeting for audit set for September 8, 2004 at 10:00 in council chambers.

Other Business:                    Departments need to check with Finance Officer to make  sure  funds are available before making purchases/P.O.

 

Committee Meetings:  Finance September 13 @ 6:30

                                    Insurance September 13 @6:00

 

A motion was made and seconded to approve the payment of bills as presented.

A motion was made and seconded to adjourn until the next regular meeting on September 13, 2004 at 7:00 P.M. (RC 6 yes)
