West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the August 23, 2004 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – note regarding trick-or-treat night. Tentatively set for
October 28, 2004 from 5:30 to 6:30.
Citizens’
comments – Pat Harsh – Fair Housing Authority. Harsh explained difference
between landlord/tenant and Fair Housing issues. Harsh also passed out
pamphlets regarding these issues.
Alan McCormick – asked for council to vacate alley.
Referred to Planning Committee
Dick Thompkins – explained the difference of a
replacement levy and a renewal levy and the monies that are raised.
Introduction to ordinances and resolutions:
2004-19 Resolution
to authorize settlement. A motion was made and seconded to suspend the
three reading rule. (RC 4 yes 2 no) A motion was made and seconded to adopt
Resolution 2004-19. (RC 4 yes 2 no)

Finance Met and discussed future village
finances. Need to look for ways to cut costs. Reserve money is now
becoming operating money. Discussion of selling some village owed property.
Council and departments make as needed purchases only. Audit costs
will need to be addressed.

Insurance Met and recommended to council to choose option # 2
for employees health benefits. This raises deductible amount only and will
save the village money.
Ordinance Has been in contact with Solicitor concerning
vicious dog ordinance. Should have draft ready for review. Also, jake
brake ordinance, tax-base ordinance.

Rep to
Chamber of Commerce Yard sales last week-end. They did ok
with 50-60 sales. King midget car show and soup supper this week end. The
Chamber is buying new Christmas decorations. Discussion on how nice the
banners on each end of town and the planters on Main Street look.

Clerk’s
report Pre-bid meeting was Sept. 8th with the
State Auditor’s office and three accounting firms attending. Clerk to
attend Continuing Education seminar October 21, 2004 in Columbus.
