West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the September 13, 2004
council meeting. (RC 6 yes)
Mayor’s
Correspondence – Minutes of the Coshocton County Board of Health – regular
meeting.
Citizens’
comments – Marty Glazure – Concerns of welding “shop” on Russell Avenue.
Noise and fumes starts at 6:30 am and continues until after dark. Also
parking large trucks. VA to follow up.
Darin Welker – Presented council with Leave of
Absence from the Fire Department due to being called to active duty. A
motion was made and seconded to accept LOA. (RC 6 yes) Council wishes him
best of luck.
Kathy Dickerson – Received
an E-mail from resident at trailer park concerning water bill. Was explained
that village bills the owners of the trailer park bulk water amount and the
owners then bills each resident.
Introduction to ordinances and resolutions: Resolution 2004-20
Resolution accepting the amounts and rates as determined by the Budget
Commission and authorizing the necessary tax levies and certifying them to
the County Auditor. A motion was made and seconded to suspend the three
reading rule. (RC 6 yes) A motion was made and seconded to adopt Resolution
2004-20. (RC 6 yes)
Ordinance 2004-21. An Ordinance of the Village
of West Lafayette, Ohio making unlawful the operation of compression release
type engine brakes, sometimes referred to as “Jake Brakes” with the village,
violations, notice, fines and declaring an emergency. A motion was made and
seconded to suspend the three reading rule.
(RC 6 yes) A motion was made and seconded to adopt Ordinance 2004-21. (RC 6
yes).
Reports:
Village Administrator:
paving projects on 4th and Fair streets started last week and
should finish this week. Insurance premiums received and are higher than
quoted. Called representative and found insurance company didn’t figure in
for birthdays. Still saving over $14,000.00 a year. WWT ongoing, should
finish Mid-November.

Reapplying for 6th street paving.

Ordinance Met and discussed new ordinances (Jake
Brakes and animal control). Felt was in the best interest of the village to
table animal control ordinance until Ohio Supreme Court ruling is made
clear.

Commission Met working on 2 projects, not ready for
recommendations yet

Waiting to make sure all bills are in and paid before making final report
Rep to Chamber of Commerce
Six new Christmas lights are in. Soup supper was cancelled due to
weather. Midget car owners expressed interest in returning.

Clerk’s report Received 4 proposals for audit.

Business: Trick or treat – October 28th from 5:30pm – 6:30 pm.
Questions about where Brownfield project stands. Spraying for Mosquitoes is
it too late? Money? VA to check. Need to encourage residents to get rid
of standing water and to mow grass.
