West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance

Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the September 25, 2004
council meeting. (RC 6 yes)
Mayor’s
Correspondence – Letter from Coshocton County Regional Planning Commission.
Ron Lusk and Don Lusk members for 2005. Dues are $115.65

Introduction to ordinances and resolutions: Resolution 2004-23
Resolution to Transfer $2,500.00 from the General Fund to the Pool Fund.
A motion was made and seconded to suspend the three reading rule. (RC 6
yes) A motion was made and seconded to adopt resolution 2004-23. (RC 6 yes)
Reports:
Village Administrator: Construction meeting
with Engineers regarding WWTP. Wednesday Blower start-up. Leaf pick up will
be complete the week of 11-19. Received e-mail from EPA, they have approved
the workplan for Phase II.
Police: Monthly report.

Community Service: Maybe send a newsletter in
January.
Finance: Met and started 2005 appropriation
process. Set meeting with Police Chief/VA and Fire Chief.
Fire: Reported that Fire Department has
received 2 grants over the past year. Also, the Association has spent
$15,000.00 for 20 hand held radios/pagers.

Ordinance: N/A
Planning Commission: Met last week regarding
application of RHDD. After much discussion with residents and among the
Planning Committee it is the recommendation of the Planning Commission that
the application to change zoning be denied. A motion was made and seconded
to adopt recommendation. (RC 6 yes)
Pool: N/A
Rep to Chamber of Commerce: Events for 12/4
set. Christmas decoration painting.
Utility: Fiscal Officer going to small claims
court for one delinquent account.
Zoning: N/A
Clerk’s report: Audit has been awarded to
Wolfe, Wilson & Phillips and all paperwork has been completed. Waiting for
contact from accounting firm. Fiscal officer will attend year end training
December 15th, in Bath Township. All W-4’s from fire department
are in. Will pay fire department November 29th. Checked with
Debbie Foster (Village of Warsaw) and they do not have double signatures on
their checks. Fiscal Officer will check with other Villages and Coshocton.
Other
Business: Hydrants flush when will they be scheduled. Main Street in
front of the car wash will be dug up for updates at the car wash.
