Minutes of West Lafayette Village Council Regular Meeting on November 22, 2004

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

 

A motion was made and seconded to excuse member Dave Rogers from the meeting. (RC 5 yes)

 

A motion was made and seconded to approve the minutes of the November 8, 2004 council meeting. (RC 5 yes)

 

Mayor’s Correspondence – Letter from 2004 Ridgewood Football team, Coach Foster and Football Boosters thanking The Village of West Lafayette, Volunteer Fire Department, Village Police Department, EMS Services for all their support this football season.

                        Letter from Fred Watchel, Coshocton County Engineer, update and meeting regarding Geographical Information System.  Meeting set for December 7th at the County Commissioners Conference Room.

 

Citizens’ comments – Mike Hemming, Port Authority. Informed Council that the Port Authority had received a grant from Schooler Foundation and is developing a website to increase economic development in Coshocton County.  Passed out a newsletter from the Port Authority. Project updates: Ethanol plant is now in the permitting process with EPA. Target date to break ground could be as early as Feb or as late as June.  Other business interests are feed lot, feed mill, co2 plant and a chemical plant.  Discussions regarding the JEDD and how is works and effects to the Village.  Questions were asked about any economic development around West Lafayette.  Nothing in the plans right now.

 

Introduction to ordinances and resolutions:  N/A

 

Reports:

Village Administrator:   Update with WWTP.  Ables Electric onsite last week for blower startup.  Everything went ok.  Northern Valley to finish piping.  Will probably need an extension.  Punch list should start mid-December.  Last leaf pick-up Nov. 29th.

Police:  N/A

Annexation:  N/A

Community Service:  N/A

Finance:  Met last week.  Appropriations 95% complete. Have not met with Fire department yet.  Police Department took a 15% cut from last year. All other departments remain about the same.

Fire:  N/A

Fire Dependency Board:   Received application and Certificate for Board Members for 2005. A motion was made and seconded to appoint Maurer and Warne. (RC 5yes) The Legislative Authority appointed Maurer and Warne.  Fire Department to appoint their members.  Must be returned by December 31st.

Grant Applications:   Lusk attend meeting regarding Issue II funding.  $1.4 million total for Issue II projects.  Village of West Lafayette:  6th street paving.

Insurance:  N/A

Ordinance:  Met last week and in the process of combining benefit and pay ordinances.  Sent a draft to Bill Owens and made all recommended changes.  Mayor made a recommendation to increase Fiscal Officer’s salary by 5% to $26,250.00 per year, effective October 1, 2004. Ordinance committee to present required ordinance next council meeting.

Planning Commission:   Lusk attended County meeting

Pool:  N/A

Rep to Chamber of Commerce:  VA completed painting of new Christmas decorations.  Chamber members have started to complete with lights.  Fire Department to hang decorations.  December 4th parade starts at 1:00 pm;  Craft show at the high school 9:00 – 2:00. Pancake breakfast at Methodist Church

Utility:   N/A

Zoning:   N/A

Clerk’s report:   Received recorded annexation resolution from Commissioners.

Other Business:  A motion was made and seconded for council to receive their pay on November 29th. (RC 5yes) A motion was made and seconded for Village employees to observe Christmas paid holidays December 24th and 27th. (RC 5yes) A motion was made and seconded for Village employees to observe New Years paid holiday December 31st . (RC 5yes) A motion was made and seconded for Village council to meet December 20th as its second council meeting in December instead of the 27th. (RC 5yes)

A motion was made and seconded to approve the payment of bills as presented.

A motion was made and seconded to adjourn until the next regular meeting on December 13th, 2004 at 7:00 P.M. (RC 5 yes)
