Minutes of West Lafayette Village Council Regular Meeting on December 13, 2004

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

 

A motion was made and seconded to approve the minutes of the November 22, 2004 council meeting. (RC 5 yes 1 Abstain)

 

Mayor’s Correspondence – N/A

 

Citizens’ comments – Rich from GGC with update on the Waste Water Treatment Plan Construction. Project consisted of 4 concrete basins and 2 pole buildings. Project is about completed and has gone very well. Operations are going well.  Two (2) of the contractors are finished.  One (1) contractor (Northern Valley Contractors) needs to change piping per manufactures request.  GGC to send contractors a letter requesting this be completed as soon as possible.

 

Introduction to ordinances and resolutions:

Ordinance 2004-24  Pay Scale for Fiscal Officer. A motion was made and seconded to suspend the rules (RC 6 yes) A motion was made and seconded to adopt resolution 2004-24. (RC 6 yes)

Ordinance 2004-25  Benefit, Pay Schedule/Scale for the Village of West Lafayette.                    

A motion was made and seconded to suspend the rules (RC 6 yes) A           motion was made and seconded to adopt resolution 2004-25. (RC 6 yes)

Ordinance 2004-26  Hire a Solicitor.  A motion was made and seconded to suspend the                           rules. (RC 6 yes) A motion was made and seconded to adopt resolution 2004-26. (RC 6 yes)

Ordinance 2004-27  2005 Permanent Appropriation.  A motion was made and seconded to suspend the rules (RC 6 yes) A motion was made and seconded to adopt resolution 2004-27.

 

Reports:

Village Administrator:   Leaf collection is completed.  Starting to patch some alleys.  Question was brought up about the use of the street sweeper.  VA explained that it is being used.  Takes 2-3 people.  With working on projects haven’t had time or manpower to use it a lot.  This summer it will be used more.

Community Service:  Newsletter in February.  Maybe include some information regarding Planning Commission.

Finance:  met 12/13. Discussed budget.  Need to form a committee to start working on information for the public.

Fire:  Fire contracts should be signed and returned to clerk’s office 

Fire Dependency Board:  Maure, Warne, Glenn Hill, Gould, Glazier to serve on Board for 2005.

Grant Applications:  N/A

Insurance:   N/A

Ordinance:   N/A

Planning Commission:   N/A

Pool:   End-of-year report given  Revenue: $25,733.  Expenses:  $28,117.

Rep to Chamber of Commerce:  Council given letter requesting nominations for officers.  Parade success with all treat bags handed out.

Utility:  N/A

Zoning:   N/A

Clerk’s report:   Will be attending CMI end of year training in Akron on Wednesday, December 15th

Other Business: Thanks was given to Terri Johnson and Gloria Murray for taking down baskets on Main Street and also for the ones that decorated Burt Park.  Christmas lights on Main Street look very nice.

A motion was made and seconded to approve the payment of bills as presented.
