Minutes of West Lafayette Village Council Regular Meeting on March 14, 2005

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

 

A motion was made and seconded to excuse member Kelly Gossett from the meeting. (RC 5 yes)

 

A motion was made and seconded to approve the minutes of the February 28, 2005 council meeting. (RC 5 yes)

 

Mayor’s Correspondence – Coshocton County Emergency Management Meeting 6:00 Wednesday, March 16th at County Services Building for government agencies only.

 

Citizens’ comments –  N/A

 

Introduction to ordinances and resolutions:

Resolution 2005-04 – Resolution estimating aggregate maximum amount of public fund to be awarded as inactive deposits and declaring an emergency.  A motion was made and seconded to suspend the three reading rule. (RC 5 yes) A motion was made and seconded to adopt Resolution 2005-04. (RC 5 yes)

Resolution 2005-05 – Resolution to amend the 2005 permanent appropriations ordinance 2004-27, adding $10,296.00 to the debt service fund (404) and declaring an emergency.  A motion was made and seconded to suspend the three reading rule (RC 5 yes).  A motion was made and seconded to adopt Resolution 2005-05. (RC 5 yes).

Village Administrator:   N/A

Police:  Sgt Bullock doing very well on day shift.

Annexation:   N/A

Community Service:   Newsletters are out

Finance:  Met and reviewed finances

Fire:  N/A

Fire Dependency Board:   N/A

Grant Applications:   N/A

Insurance:  N/A

Ordinance:   Question was brought to council whether or not the village needs a snow removal (parking) ordinance.

Planning Commission:  N/A

Pool:   Met and brought proposals to council.  Wages will stay the same. Pool hours:  Regular hours 11-6 Monday – Saturday, 12-6 on Sunday.  Opening day – June 6th. Shorten hours during homecoming, 11-4; and closed on Saturday, July 23rd. Last day August 19th. Membership rates increased.  Costs:  Single $100.00, Two Members $150.00, Three members $200.00, Four members $250.00 and each additional member $50.00. Day card providers: $158.00. Pool Parties $60.00 per hour. Daily Admission: Adult $5.00, Student $4.00, Senior Citizen $4.50. A motion was made and seconded to accept committee’s proposal (RC 5 yes)  A motion was made and seconded for Red Cross to use the pool. (RC 5 yes)

Rep to Chamber of Commerce:   Yard sales May 6th and 7th.

Utility:  N/A

Clerk’s report:   Spoke with Ken Phillips, Auditor and audit will be any time between now and end of April.  Reports are complete and sent to respective agencies.  Ohio Municipal League dues. A motion was made and seconded to join OML. (RC 5 yes). Letter received for Group rating for Workers’ Comp.  Clerk is to complete form and return it.

 

Committee Meetings:       Planning Commission            March 23rd                        7:00 pm

                                          Pool                                   March 24th                   6:00 pm

 

A motion was made and seconded to approve the payment of bills as presented.

(RC 5 yes)

 

A motion was made and seconded to adjourn until the next regular meeting on March 28, 2005 at 7:00 P.M. (RC 5 yes)
