West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the July 25, 2005 council
meeting. (RC 5 yes 1 abstention)
Mayor’s
Correspondence – N/A
Citizens’
comments – Dan Linssen, Scout Leader and Nick Linssen, Boy Scout, proposed
project for Eagle Scout. Build and place signs on North and South side of
town on State Route 93. Will build signs over the winter and place in
ground in the spring. Village will assist in placing signs after they are
built. Nick will bring plans to Council. Council was in agreement.
Wayne Carnes – Thanked Tom for letter giving
definition of “junk cars”. Asked why people are allowed to continue to have
cars on their property without license plates. Tom explained the criteria
that need to be met before declaring a car junk.
Introduction to ordinances and resolutions:
Ordinance 2005-11: An Ordinance approving, adopting and enacting the 2005
edition of the Model Ohio Municipal Code, as revised through November 14,
2004, including all traffic and criminal amendments effective January 1,
2004, resulting from Senate Bill 123 and House Bill 490, published by
American Legal Publishing for the Village of West Lafayette, Ohio; repealing
ordinances and resolutions in conflict therewith; publishing the enactment
of new matter; and declaring an emergency. A motion was made and
seconded to suspend the three reading rule. (RC 6 yes) A motion was made and
seconded to adopt Ordinance 2005-11. (RC 6 yes)

Finance: Met this evening and reviewed village
finances. Everything ok for now.
Fire: 22 runs in July. Firemen’s Festival,
September 18th , 12:00 to ^:00 pm at Burt Park. Rain Date is
September 25th.
Fire Dependency Board: N/A
Grant Applications: N/A
Insurance: Workers’ Compensation application
sent to Gates McDonald. Terminate contract with Cantlon in
November-December.
Ordinance: Rough draft written for noise
ordinance.
Planning Commission: N/A
Pool: Reviewed expenses vs revenues. Things
look ok. August 17th Community Pool Party. Bernie White will be
the DJ. Cost is $2.00 per person. Door prizes and games with prizes will
be available. Council approved idea of offering single membership pass as a
prize with the contingency of the pool opening in 2006. Pool will close for
the season August 19th.
Rep to Chamber of Commerce: Rogers will report
Chamber news. Gospel in the Park, August 13th. Eatstand will be
open from 5:00 – 7:30 pm. Entertainment will began at 6:00 and end at
8:00. In case of rain it will be held at First Baptist Church. Yellow Flag
Sales September 9th and 10th. Brothers Hardware is
the contact. August 17th is cut-off date.
Utility: Mayor reviewed what was discussed at
the public hearing for Brownfield . Tentative time line of project
starting in 30-60 days.
Clerk’s report: Discussed budget hearing with
council. Gave informational sheet that was given to Fiscal Officer at
meeting. Fiscal Officer to attend Continuing Education Seminar on October 19th
in Cambridge. Update of Web page. Still waiting on Brawal to reply to
Clover’s request. Hopefully will be completed next week.

A motion
was made and seconded to approve the payment of bills as presented.
(RC 6 yes)
At 7:40 pm a motion was made and seconded to move into
executive session to discuss possible land purchase. (RC 6 yes) At 8:25 pm a
motion was made and seconded to return to regular session (RC 6 yes). No
action was taken.
A motion was made and seconded to adjourn until the
next regular meeting on August 22, 2005 at 7:00 P.M. (RC 6 yes)
