Minutes of West Lafayette Village Council Regular Meeting on August 22, 2005

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Kelly Gossett, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

 

A motion was made and seconded to excuse member Roger Warne from the meeting. (RC 5 yes)

 

A motion was made and seconded to approve the minutes of the August 8, 2005 council meeting. (RC 5 yes)

Citizens’ comments – N/A

 

Introduction to ordinances and resolutions:

Resolution 2005-12 Resolution to amend the 2005 Permanent Appropriations Ordinance 204-27, adding $1,000,00 to the General Fund and $20,000.00 to the Sewer Fund and Declaring an Emergency.  A motion was made and seconded to suspend the three reading rule. (RC 5 yes) A motion was made and seconded to adopt Resolution 2005-12. (RC 5 yes)

 

Reports:

Village Administrator:  Shopping for health insurance.  Problem at the water plant over the week-end.  Value stuck open and put about 6 inches of water in the plant.  Water service was not interrupted. Gay Street and 6th Street paving ready to start Wednesday or Thursday. Concerns were brought to council about the possibility of a crosswalk placed on Main Street by Circle K.  VA concerned about villages’ liability installing a crosswalk across Main Street without traffic control device.  Water flowing into a garage at Russell and Center Street from alley. Concerns were raised about conditions of Gray house on Main Street. Window broken out, dog houses in front yard and general condition of the house.  Nothing can be done from village standpoint.    Questions about how to remind village residents about various ordinances.

Police:   Complaint that 4th street was a speedway Saturday night from 11:00 pm to about 4:00 am.  Chief said residents should call Sheriff’s Office dispatch to report any problems so that they may be acted on.

Annexation:  N/A

Community Service:  Maurer asked if council wanted to do another newsletter.  Council decided to only do one the first of the year.

Finance:  N/A

Fire:  N/A

Fire Dependency Board:  N/A

Grant Applications:   N/A

Insurance:  N/A

Ordinance:  Met and discussed first draft of noise ordinance.

Planning Commission:  N/A

Pool:  Pool closed last Friday. Thanked all that helped with Community pool part.  153 paid admissions.  All bill not received by Fiscal Officer so end of season report not available.

Rep to Chamber of Commerce:  Yellow Flag Sales September 9th and 10th.  Homecoming reported to finished with a positive balance this year.

Utility:  N/A

Clerk’s report:   Web page transfer completed 8-22.  Clerk will begin updating web page this week.  Monthly revenue and expense reports available for council review.

 

Committee Meetings:                        Finance                        September 12th            6:30 pm

 

A motion was made and seconded to approve the payment of bills as presented.

(RC 5 yes)

 

A motion was made and seconded to adjourn until the next regular meeting on September 12, 2005 at 7:00 P.M. (RC 5 yes)
