Minutes of West Lafayette Village Council Regular Meeting on September 12, 2005

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Stephen Bordenkircher were present.

 

A motion was made and seconded to approve the minutes of the August 22, 2005 council meeting. (RC 5yes 1 Abstain)

Introduction to ordinances and resolutions:

RESOLUTION 2005-13. A RESOLUTION TO AMEND THE 2005 PERMANENT APPROPRIATIONS ORDINANCE 2004-27, REDUCING CALHOUN PARK TRUST FUND BY $300.00 AND DECLARING AN EMERGENCY. A motion was made and seconded to suspend the three reading rule. (RC 6yes) A motion was made and seconded to adopt Resolution 2005-12. (RC 6yes)

 

Reports:

Village Administrator:  Water well #1 went down over Labor Day Weekend.  Well should be pumping 850-1000 gallons per minute.  Well is only pumping about 282 gallons per minute. Well #3 is on line.  Ohio EPA called to make sure there wasn’t a water break.  System should be flushed out by now.  Everything seems ok for now.  Called a company to get quote to clean filters.  Water plant flooded again.  Parts are ordered to make repairs.  Blacktopping project on Gay and 6th Streets went well. Received a letter from County Commissioners informing village has been award formula money for 2006 paving project on Center Street.

Annexation:  Property owner at the end of Wood Avenue wishes to be annexed into village.  Lusk to investigate.

Community Service:  One flower basket stolen from pole on Main Street.  Mauer given permission to buy replacement basket.

Finance:  Met and reviewed village finances.  Start scheduling appropriation meetings

Fire:  17 runs in August.  Needs resolution passed in order for fire department to apply for FEMA monies.

Fire Dependency Board:  N/A

Grant Applications:  N/A

Insurance:  Been shopping for health care insurance.  After comparing quotes from Blue Cross/Blue Shield, United HealthCare and Cardinal Insurance, Gossett made a recommendation to proceed with Blue Cross Blue Shield.   A motion was made and seconded to obtain health insurance from Blue Cross Blue Shield.  (RC 6 yes)

Ordinance:  Set another meeting to finalize noise ordinance before sending to Village Solicitor for approval.

Planning Commission:  N/A

Pool:  Gave financial review for the season.  Income $21,268.00 Expenses $21,863.00

Rep to Chamber of Commerce:  Yellow Flag Sales were held over past week-end.  Started talking about Halloween

Utility:  N/A

Clerk’s report:  Web page transfer and update completed.  Rogers reported E-mail thur web-page is not working.  Prater to contact Clover.  Received confirmation for attending  conference October 19th in Cambridge.  Reported receiving information from Gates McDonald.  Monthly expense and revenue report were available for council to review.

A motion was made and seconded to go into Executive Session at 7:55 pm to discuss possible land purchase and sale. (RC 6 yes)

A motion was made and seconded to return to regular council meeting at 8:55 pm

(RC 6 yes)

No action was taken regarding issues discussed in Executive Session.

 

A motion was made and seconded to approve the payment of bills as presented.

(RC 6 yes)

 

A motion was made and seconded to adjourn until the next regular meeting on September 26, 2005 at 7:00 P.M. (RC 6 yes)
