West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the September 12, 2005
council meeting. (RC 6 yes)
Mayor’s
Correspondence – Trick or Treat night for the village will be October 27th
from 5:30-6:30 pm. Residents that wish to participate should turn their
porch lights on. Fire siren will sound at the beginning and end.
Coshocton Unites: October 14th. Disaster
Services wants someone in the village to coordinate a tollbooth with
proceeds to be split between Salvation Army, Red Cross and Shiloh Missionary
for relief from Hurricane Katrina. Home Loan and Savings will collect and
distribute the monies. Lusk to coordinate.
Letter from ODNR/FEMA stating that they will contact
the village to update community flood maps.
Ohio Public Safety – 2006 mitigation project
Applications must be completed by September 30th.
Citizens’
comments – Bruce and Jean McCoy. Concerns with neighbors having 16 rabbit
cages within 15 feet of his property. Experiencing problems with flies,
gnats and odor. Said the waste is not taken care of and there are at times
piles of rabbit manure at least one foot high and five foot wide. Said that
the neighbor has put lime on the piles two times, but that did not correct
the problem. McCoy’s have contacted the Health Department and have tried
different relief measures. Rabbits do not fall under the “farm animal”
definition provided by USDA, but under domestic animals. The village is
investigating how to enforce the present ordinance or to have new ordinance
wrote to limit number of rabbits allowed within village limits.
Introduction to ordinances and resolutions:
Resolution 2005-14: Resolution Adopting the National
Incident Management System (NIMS). A motion was made and seconded to
suspend the three reading rule. (RC 6 yes) A motion was made and seconded to
adopt Resolution 2005-14. (RC 6 yes)
Resolution 2005-15: Resolution Accepting the Amounts
and Rates as determined by the Budget Commission and Authorizing the
Necessary Tax Levies and Certifying them to the County Auditor. A
motion was made and seconded to suspend the three reading rule (RC 6 yes) A
motion was made and seconded to adopt Resolution 2005-15 (RC 6 yes).
Ordinance 2005-16: Ordinance to Permit Shooting
Range at Waste Water Plant. A motion was made and seconded to suspend
the three reading rule. (RC 6 yes) A motion was made and seconded to adopt
Ordinance 2005-16. (RC 6 yes).

Fire: First Annual Firemen’s Festival held over
the past weekend. Went very well

Grant Applications: N/A
Insurance: Gossett request a meeting with
Insurance Agent and village employees. He said some employees are
expressing concerns about insurance coverage. VA will set up meeting
Ordinance: Met and have first draft of noise
ordinance ready to send to Bill Owens. Stated that $300.00 should be
budgeted to purchase a sound meter.
Planning Commission: N/A
Pool: N/A
Rep to Chamber of Commerce: Halloween Party is
being planned. Need to check on dates. A possible date is October 29th.
Utility: N/A
Solicitor: Set a meeting for October 12th.
Checking with some area villages to compare costs.
Clerk’s report: Monthly expense and revenue
reports are available. Need correct e-mail addresses for Gossett, Maurer,
Warne and Lusk.
Other
Business: Rogers recommended that VA and Fiscal Officer check on computers
in office to see if any upgrades or replacements are needed.
