West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the September 26, 2005
council meeting. (RC 6 yes)
Mayor’s
Correspondence – Letter from Congressman Bob Ney; Emergency Management
Summit on October 14th; 9:00 am to 11:00 am at Belmont Technical
and again from 2:00 pm to 4:00 pm in Nelsonville, Ohio.
Citizens’
comments – Wayne Carnes voiced concerns of his and other residents against
Police gun range within the Village. He stated that there are six (6) other
ranges within the county and felt one was not needed in West Lafayette.
Further stated that the range is only 400 yards from care center and he was
at the care center the day of qualifications and felt the noise was too
much. Chief stated that the range will not be available for public use and
will only be used for qualification once a year. Will check into the noise
level.
Introduction to ordinances and resolutions: Ordinance 2005-17, an ordinance
to exempt the village of West Lafayette from Zoning Code was given a first
reading.
Reports:
Village Administrator: VA and Fiscal Officer
went over computer upgrade needs. Upgrades include One (1) tower for
Administrative Assistant, One (1) printer for water billing and one (1)
battery for VA. Cost estimate $1,100.00 - $1,200.00.
Police: Had to replace: injectors in Car 2 and radiator hose in Car 1. Have a
suspect in recent vandalism. Report

Finance: Met and started appropriations.
Fire 12 fire runs for September. Rogers and
Prater went to Feel the Heat Program at the Fire Academy. Program went well.

Insurance: Gossett contacted representative
from Scott Marshall Insurance concerning future quotes. Held meeting with
village employees and insurance rep from Anthem Blue Cross Blue Shield.
Ordinance: First draft of noise ordinance went
to Bill Owens.
Planning Commission: N/A
Pool: N/A
Rep to Chamber of Commerce: Halloween Party
October 29th starting at 4:00 pm in Burt Park. Pizza and Pop will
be sold at the eat stand.
Utility: N/A
Solicitor: Changed meeting date
Clerk’s report: Monthly expense and revenue
report available. Will be attending Continuing Education Seminar in
Cambridge on October 19th.

Business: Lusk discussed recent legislation passed by County
Commissioners increasing county sales tax by ½ percent effective 1/1/06.
Feels that village should be able to receive some of that money from
County.

was made and seconded to approve the payment of bills as presented.

was made and seconded to go into Executive Session at 7:41 pm to discuss
possible land purchase and sale. (RC 6 yes)

was made and seconded to return to regular council meeting at 8:24 pm

was taken regarding issues discussed in Executive Session.
