West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Stephen Bordenkircher were present.
A motion
was made and seconded to approve the minutes of the October 10, 2005 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – Kenneth Blackwell – Issues Report for November election. 5
issues on the ballot.

Introduction to ordinances and resolutions:
RESOLUTION 2005-18 AUTHORIZING LEGISLATION RESOLUTION
VILLAGE
OF WEST LAFAYETTE. A motion was made and seconded to suspend
the rules
(RC 6 yes) A motion was made and seconded to adopt resolution 2005-18. (RC
6 yes)
RESOLUTION 2005-19 RESOLUTION TO AMEND THE 2005 PERMANENT
APPROPRIATIONS ORDINANCE 2004-27, TRANSFERRING FUNDS. A motion
was made
and seconded to suspend the rules (RC 6 yes). A motion was made and
seconded
to adopt resolution 2005-19. (RC 6 yes)
Reports:
Village Administrator: L-Tip report: Paving
project to include 100 block of S Wall; 100 block of W Platt and 200 block
of W 5th Street.

Annexation: N/A
Community Service: N/A
Finance: Met earlier this evening and finished
draft of 2006 Appropriations.
Fire: N/A
Fire Dependency Board: N/A
Grant Applications: N/A
Insurance: N/A
Ordinance: Received response from Bill Owens
regarding draft of noise ordinance. Will set a meeting with committee and
Bill Owens. Reviewed a picture of a sign concerning dog leash/waste laws.
Planning Commission: N/A
Pool: Met and reviewed 2005 pool expense vs
revenue. Showed improvement over year ending 2004 but still finished in the
red. Will continue to review options
Rep to Chamber of Commerce: Saturday, October
29th, Halloween party in the Park beginning at 4:00 pm. Pizza,
pop, cider and ect. will be available.
Utility: N/A
Solicitor: Met last week and are soliciting
proposals for solicitor services.
Clerk’s report: Monthly revenue and expense
reports are available for review. Fiscal Officer attend meeting Oct. 19th
in Cambridge. Prater gave a report on GASB 34 reporting and opinions from
Auditor of State. Also informed council that appropriations must be to
object level, not fund level. Prater to attend Financial Statement Training
in New Philadelphia, December 8th.
Other
Business: Lusk reported that he received a letter that Bill Owens sent to
County
Commissioners regarding Sales Tax increase. Rogers thanked Lusk for his
time and
effort in
Coshocton Unites.
