West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and
Stephen Bordenkircher were present.
A motion
was made and seconded to excuse member Dave Rogers from the meeting. (RC 5
yes)
A motion
was made and seconded to approve the minutes of the November 14, 2005
council meeting. (RC 5 yes)
Mayor’s
Correspondence – Letter from Coshocton County Regional Planning Commission
regarding membership application. Membership cost is $115.65. Councilman
Lusk to continue as representative with Don Lusk as alternate. A motion was
made and seconded to continue membership with Regional Planning. (RC 5 yes)
Citizens’
comments – N/A
Introduction to ordinances and resolutions:
RESOLUTION 2005-17. A RESOLUTION TO AMEND THE 2005 PERMANENT APPROPRIATIONS
ORDINANCE 2004-27. A motion was made and seconded to suspend the rules
(RC 5 yes). A motion was made and seconded to adopt Resolution 2005-17. (RC
5 yes)
Reports:
Village Administrator: Leaf pick-up finishing
this week. VA and street department are trying to get hot mix on some
streets. Christmas lights were put up today (Nov 28th).
Police: N/A
Annexation: N/A
Community Service: Information for newsletter
due to Maurer by the 19th of December. Maurer asked VA to pass
on thank you to the girls for taking down baskets on Main Street. Baskets
will be ready to be put back up on Friday.
Finance: Appropriation ordinance to be ready
for next council meeting.
Fire: N/A
Fire Dependency Board: Received application for
2006 Board. Mayor has talked with Warne, Maurer and Glazier and they will
return to the board. Need to contact the other two (2) board members to see
if they will return.
Grant Applications: Applications in for L-Tip
and formula monies for 2006.
Insurance: N/A
Ordinance: Committee met with Solicitor and
reviewed noise ordinance. Owens will prepare final draft. Also discussed
wage ordinance and will have it ready for next council meeting. Lusk asked
that ordinance committee check with Owens to see if village could pass an
ordinance requiring all commercial building owners to carry insurance
Planning Commission: Public hearing was held
concerning proposed ordinance exempting the Village from Zoning Codes. A
report was given by Mayor of the meeting and stated that Resolution 2005-01
of the Planning Commission failed. The Mayor recommended that the
Resolution stand. A motion was made and seconded that council agreed with
Planning Commission. (RC 5 yes)
Pool: N/A
Rep to Chamber of Commerce: Reviewed activities
for Christmas in the Village. Pancake Breakfast, Craft Show and Parade.
Utility: N/A
Solicitor: Met and reviewed proposals for
Solicitor. Committee recommends retaining Owens as Village Solicitor.
Resolution will be ready for next council meeting.
Clerk’s report: Monthly revenue and expense
reports available for review. Fiscal Officer to attend training in New
Philadelphia, December 8th.
Other
Business: Council meetings for December will be held December 12th
and 21st at regular time.
