Minutes of West Lafayette Village Council Regular Meeting on January 23, 2006

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the January 9, 2006 council meeting. (RC 6 yes)

Citizens’ comments – N/A

 

Introduction to ordinances and resolutions:

RESOLUTION 2006-01:  A RESOLUTION TRANSFERRING FUNDS FROM THE GENERAL FUND TO CAP PROJECTS FUND.  A motion was made and seconded to suspend the rules (RC 6 yes). A motion was made and seconded to adopt Resolution 2006-01. (RC 6 yes).

RESOLUTION 2006-02:  A RESOLUTION TO AMEND THE 2006 PERMANENT APPROPRIATIONS ORDINANCE 2005-22, TRANSFERRING FUNDS.  A motion was made and seconded to suspend the rules. (RC 6 yes).  A motion was made and seconded to adopt Resolution 2006-02.  (RC 6 yes).

 

Reports:

Village Administrator:  Opened bid for old police cruiser that was advertised.  A motion was made and seconded to accept bid.  (RC 6 yes)

Police:  N/A

Annexation:  N/A

Community Service: Working on newsletter.  Working on a new format with maybe some photos to be included.

Finance:  N/A

Fire:  Lusk to check into fire contracts that the Village has not received.

Fire Dependency Board:  N/A

Grant Applications:  N/A

Insurance:  N/A

Ordinance:  Met and reviewed noise ordinance.  Police Chief made some suggestions that he will forward to Owens who will then report back to Warne.  Also looking to review the following ordinances:  Wage & Benefit; Bike, Skateboards in the Park; Building in disrepair; Rabbits, Water & Sewer rates; Dogs; Golf Carts. 

Planning Commission: Maybe found a secretary.  Will know by the end of the week.

Pool:  Met and reviewed finances and expenses.  Recommendation of the committee to open the pool again this year. Tentative dates of operation are June 5th – August 18th.   Red Cross swimming lessons will be July 10-21.

Rep to Chamber of Commerce:  Banquet will be Feb 9th.  Homecoming dates are June 21-24. 

Utility:  HD will be here early spring to clean Well #3.

Building:  N/A

Clerk’s report:  Monthly revenue and expense reports are available for review.  Year-end reports to County Auditor and USDA. Waiting on form from Auditor of State for year-end.   Debt Spreadsheet given to council members. Tax forms for 2005 are available at Post Office, Library and on Web Site.  Will be mailing forms Tuesday.  Fiscal Officer to check into joining Finance Officers Association. 

 

Other Business: VA to check into bug (Mosquito) spraying for 2006.

A motion was made and seconded to approve the payment of bills as presented.

A motion was made and seconded to adjourn until the next regular meeting on February 13, 2006 at 7:00 P.M. (RC 6 yes)
