West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance

Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk and Gary
Loos were present.
A motion
was made and seconded to excuse member Christie Maurer from the meeting. (RC
5 yes)
A motion
was made and seconded to approve the minutes of the February 27, 2006
council meeting. (RC 5 yes)
Mayor’s
Correspondence – Coshocton County Emergency Management Agency -Meeting
Monday, March 13, at 1:30 on the subject of continuation of Government
Services during an event like a Bird Flu Pandemic.
Citizens’
comments – Lusk introduced Kristin Slusser as the secretary for the Planning
Commission.
Introduction to ordinances and resolutions:
ORDINANCE 2006-03 ORDINANCE TO REGULATE NOISE- 2nd Reading
RESOLUTION 2006-04 RESOLUTION TO AMEND THE 2006
PERMANENT APPROPRIATIONS ORDINANCE 2005-22, ADDING FUNDS. A motion was
made and seconded to suspend the rules (RC 5 yes). A motion was made and
seconded to adopt Resolution 2006-04. (RC 5 yes).
ORDINANCE 2006-05 ORDINANCE APPROVING, ADOPTING AND
ENACTING THE 2006 EDITION OF THE MODEL OHIO MUNICIPAL CODE – GENERAL
OFFENSES CODE. A motion was made and seconded to suspend the rules (RC 5
yes). A motion was made and seconded to adopt Ordinance 2006-05. (RC 5 yes)
Reports:
Village Administrator: Lot split for Mrs.
Almack was discussed. A motion was made and seconded to approve split. (RC
5 yes). Working on EPA list at the Waste Water Treatment plant. Grant
application for formula monies for paving ready and waiting on certified
estimates. VA advised council that Department of Development is starting to
review applications for Brownfield after a 6-month break.

Community Service: N/A
Finance: N/A
Fire: N/A
Fire Dependency Board: N/A
Grant Applications: VA asked committee to check
with Ohio Public Works for funds for sewer updates on north end of town and
also Wall Street.
Insurance: VA met with Tom Maedke regarding
liability insurance renewal with no anticipated increase. Renewal is June
28th.
Ordinance: Met and discussed ordinance to
regulate insurance coverage for unoccupied and abandoned buildings. Warne
asked council to review and give input at next council meeting. Clerk
informed committee that Ohio Municipal League has a database of ordinances
for the committee’s use.
Planning Commission: N/A
Pool: Met and reported proposed pool rates,
hours and wages. After discussion, the committee will meet again and review
some adjustments and bring back proposal to council.
Rep to Chamber of Commerce: Yellow Flag Sales
– May 5-6.
Utility: N/A
Building: N/A
Clerk’s report: Monthly revenue and expense
reports available for council’s review. Fiscal Officer met with a
representative from Ohio Municipal League and discussed services and
trainings available from the OML. Fiscal Officer passed a publication order
form to council. Continuing to process tax returns.
Other
Business: Rogers commented VA for building trash pump.
