West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Gary Loos were present.
A motion
was made and seconded to approve the minutes of the April 10, 2006 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – Time Warner – Community report
Mosquito Solutions, Richard
Holmes – proposal for mosquito spraying at a cost of $250.00 per spraying
with a minimum of ten (10) sprayings. Discussion was held to check if
Village of Warsaw could provide service.
Citizens’

Introduction to ordinances and resolutions: N/A
Reports:
Village Administrator: Spoke with Meek
Construction. Will schedule job for roof on Fire Department as soon as
possible. Received proposal from Hitchens & Associates for Center Street
project at a cost of $1,700.00. Council discussed VA to further investigate
costs. Request from Jim Bouscher, West Lafayette Elementary School to set
off a Civil War Cannon on April 26th between 1:30 and 2:00 pm.
Council gave approval and suggested that Boucher should contact WTNS to
advise residents of the noise.

Community Service: N/A
Finance: N/A
Fire: 18 runs for the month of March.
Fire Dependency Board: N/A
Grant Applications: N/A
Insurance: N/A
Ordinance: Met and discussed ordinance
proposed by Lusk. Committee has some questions and issues. Committee will
meet again and request that Lusk and Village Solicitor be present. Mayor
brought attention to the blight ordinance being proposed by Coshocton City
Council.
Planning Commission: N/A
Pool: Received three (3) more applications for
lifeguards. VA informed council that he was contacted by Don Kason
regarding the following new regulations for bulk chlorine delivery: need to
have tank certified; quick disconnection on fill nozzle and vent pipe on
tank. VA unsure of costs.
Rep to Chamber of Commerce: Still taking names
for Yellow Flag Sales on May 5th and 6th. Chamber has
received 68 names so far.
Utility: N/A
Building: N/A
Clerk’s report: Monthly expense and revenue
reports available for council. Fiscal Officer gave report on Village Income
Tax collections. Currently there are 106 business accounts; 802 non-resident
accounts; 859 resident accounts and 126 withholding accounts for a total of
1973 accounts. Collections by year: 2004 - $108,873.89; 2005 – $113,128.10
and 2006 –$104,638.51. Prater felt that the decline in revenue is due to
loss of some business, retirements and job loss of residents.

A motion was made and seconded to go into Executive
Session regarding possible land purchase at 7:45 pm. (RC 6 yes)
A mode was made and seconded to return to regular
session at 8:15 pm with no action taken.

was made and seconded to approve the payment of bills as presented.

next regular meeting on May 8, 2006 at 7:00 P.M. (RC 6 yes)
