Minutes of West Lafayette Village Council Regular Meeting on May 8, 2006

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the April 24, 2006 council meeting. (RC 6 yes)

 

Mayor’s Correspondence – N/A

 

Citizens’ comments – Mike Perkins, Director, Coshocton County EMS:  Meeting quarterly with all village and townships giving a recap of EMS services and operations. Also providing information thru a newsletter.  National EMS Week May 15-19.  Open house will be held at each base on Monday, Wednesday and Friday. Information shared with council included:  Two (2) new vehicles have been ordered; Run volume has increased; Response time is better in comparing Coshocton EMS and EMS nationally; Averaging 60 runs out of town per month. Also since EMS levy passed there has been a surplus in revenue and 2 mils have been returned to taxpayers.

Reports:

Village Administrator:   VA recommends using Terminex for mosquito spraying Suggested schedule: May – twice;  June – twice; July – once; August – once.  A motion was made and seconded to contract with Terminex.  (RC 6 yes)  Fred Watchel, Coshocton County Engineer will be providing engineering services for Center Street paving project.  Also been notified that no modifications are needed for the chlorine tank at Pool.

Police Chief shared new reports from the new system.  Chief Bradshaw felt these reports would be very beneficial to the village.

Finance:   N/A

Fire:  15 runs for April

Fire Dependency Board:  N/A

Grant Applications:  Start working on Issue II.

Insurance:  Given MCO information by Fiscal Officer to review.

Ordinance:  N/A

Planning Commission:  N/A

Pool:   Passes have been printed.  Received six (6) applications for lifeguards and one (1) for Assistant Manager. VA said that the pool would be pressure washed on Monday and painted on Wednesday.

Rep to Chamber of Commerce:  Strawberry Festival June 17th; Homecoming June 21-24.

Utility:  Met and discussed negations regarding bulk rate for Fresno.

Building:   N/A

Clerk’s report:  Monthly revenue and expense reports available.  Prater informed council that Home Loan sold credit card account and she gave council information for other options to review.  Requested to attend Ohio Public Finance Officers training in Cuyahoga Falls, June 19-23.

Other Business:  Mayor Patterson reminded residents there is an ordinance regarding upkeep of property.  Residents must keep their yards cut and maintained.

 

A motion was made to go into Executive Session to discuss land purchase at 7:58 pm.  (RC 6 yes)

A motion was made to return to regular session at 8:41 pm.  (RC 6 yes). After discussion by council regarding land purchase, a motion was made to suspend the rules. (RC 6 yes).  A motion was made and seconded to adopt Resolution 2006-06 INTENT TO PURCHASE REAL ESTATE AND GRANT AUTHORITY TO VILLAGE ADMINISTRATOR TO SIGN PURCHASE CONTRACT.  (RC 6 yes). Property is located on Railroad Street and should close within 60 days.

A motion was made and seconded to approve the payment of bills as presented.

A motion was made and seconded to adjourn until the next regular meeting on May 22, 2006 at 7:00 P.M. (RC 6 yes)
