West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Gary Loos were present.
A motion
was made and seconded to approve the minutes of the May 8, 2006 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – Coshocton County Emergency Management Committee thanking
participants in recent tabletop exercise. Mayor Patterson gave an overview
of incident and entire procedure.
Citizens’
comments – N/A
Introduction to ordinances and resolutions: N/A
Reports:
Village Administrator: Signed purchase
agreement for property. Well #1 cleaned with a pump and two (2) sections of
pipe being sent to Dayton for repair. Pool pressure washed and painting
should start Tuesday, May 23rd.
Police: N/A
Annexation: N/A
Community Service: N/A
Finance: Met and started preliminary planning
for budget.
Fire: Meek Construction started on new roof at
the station. Found some rotten sheeting that will need replaced.
Fire Dependency Board: N/A
Grant Applications: N/A
Insurance: Met and recommends village enroll
with Gates McDonald as MCO. A motion was made and seconded to enroll with
Gates McDonald as MCO. (RC 6 yes)
Ordinance: Met last week with Solicitor, Mayor
and Lusk regarding proposed ordinance requiring insurance on buildings.
Committee recommends not proceeding with this ordinance. Solicitor looking
at dilapidated building ordinance that contains due process.
Planning Commission: N/A
Pool: Hired Dana Howell as Assistant Manager.
Have six (6) lifeguards hired. Carol is holding a meeting with pool
employees later this month. Pool passes will be on sale at the pool
starting June 5th. 10% discount dates are June 5th-June
16th.
Rep to Chamber of Commerce: Meeting dates have
changed. Now meeting on the fourth Tuesday at 6:00 pm at the eat stand.
Strawberry Festival – June 17th. Homecoming June 21-24. Police
Chief stated that duty roster for homecoming has been posted and REACT has
been notified.
Utility: N/A
Building: N/A
Clerk’s report: Monthly expense and revenue
report available to council. Council was given a proposal for a new postage
machine from Pitney Bowes for consideration. New lease will be $35.00 per
month/60 month lease. Lease will include equipment, (new meter, 2lb
weighing platform, IntelliLink Interface PSD, Accounting software and
moistener unit), equipment maintenance, softguard, meter rental, software
maintenance and free meter resets. Lease also includes a non-appropriations
clause. Council authorized fiscal officer to enter lease agreement. Prater
reviewed bank information concerning village credit card account. A motion
was made and seconded to continue with same bank and account. (RC 6 yes).
Prater asked to attend Ohio Public Finance Officers Training Program through
Kent State, June 19th-23rd. A motion was made and
seconded for Fiscal Officer to attend training. (RC 6 yes). Prater advised
council that CMI would be fazing out current software application. Prater
will give council updated information as it is shared with her.
Other
Business: Lusk told council Muskingum River Advisory Committee would
like to place boat docks along the river. Two (2) locations are being
looked at: SR 751/SR 36 and SR36/SR93. Asked for letters of support.
