Minutes of West Lafayette Village Council Regular Meeting on July 24, 2006

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the July 10, 2006 council meeting. (RC 6 yes)

 

Mayor’s Correspondence – N/A

 

Citizens’ comments – Gene Flynn – Thank you for gravel that was put in the alley.

 

Introduction to ordinances and resolutions:

2006-08 ORDINANCE AMENDING ORDINANCE 77-94, 85-11 & 2001-09, TO PROVIDE FOR MAINTENANCE OF AND DILAPIDATED STRUCTURE OR ANY UNSANITARY PREMISES OR NOXIOUS REAL ESTATE, PROVIDING FOR ERADICATION OF NUISANCES, PROVIDING DEFINITIONS, PENALTIES AND DECLARING AN EMERGENCY.  2nd reading    A motion was made and seconded to suspend the rules (RC 6 yes).  A motion was made and seconded to adopt 2006-08 (RC 6 yes)

2006-09 RESOLUTION TO AUTHORIZE HIRING OF TEMPORARY EMPLOYEE.  A motion was made and seconded to suspend the rules.  (RC 6 yes)  A motion was made and seconded to adopt 2006-09.  (RC 6 yes).

 

Reports:

Village Administrator:  EPA inspection recommended that old reservoir be cleaned and inspected.  VA received a quote from Liquid Engineers 2,985.00 to clean and inspect.  VA introduced  State Representative Jim Aslanides who spoke to council about Brownfield.  He commended the village for their persistence with Brownfield. He fells that West Lafayette is of great concern to EPA and ODD.  He again offered his office for help.  Suggested that village ensure that the consultation have proven success in obtaining money and provides evidence of experience with Brownfield projects.  The Mayor thanked  Jim for his help.

Planning Commission:  N/A

Pool:   Reports show that to date the pool is running $6,700.00 to the good.

Rep to Chamber of Commerce:  Not meeting until September.  Gospel in the Park moved to the First Baptist Church.  Not having fall yellow flag sales.

Utility:  Met and discussed ODD recommendation of having one certified professional with regards to Brownfield project. A motion was made and seconded giving VA authority to chose a CP for project.

Building:  N/A

Clerk’s report:  Monthly revenue and expense reports were provided to council.  Prater expressed her thanks to Tom for keeping everything organized in her office during transition. Clerk is transferring Sick and Personal time to new job.  She is requesting village pay her comp time.  Matter referred to finance committee.

 

Other Business:  Lusk reported that he has been working on boat ramp and requested a letter from council stating fire department can maintain boat ramp (mowing) at no cost to village.

A motion was made and seconded to approve the payment of bills as presented.
